MINUTES OF WORKSHOP JANUARY 4, 2018
I. Call to Order and Establish a Quorum.
Mayor Carpenter called the workshop to order at 6:45 PM.
Members present were:

II. Introduction
Mayor Carpenter welcomed those present and everyone introduced themselves.
III. OLD BUSINESS:
1. Review and update regarding Member cities listing of all Emergency
Operations Assets and primary points of contact.
Mayor Carpenter stated the first step here is to get a cursory list of all of our
Emergency Operations Assets. For example, the City of Schertz has an actual stand
up Emergency Operations Center (EOC) we can stand up in our Fire Station which is
equipped with TV's and such; the number of fire trucks, the number of rolling stock,
people who are trained to do this and others trained to do that, communication
equipment, points of contact for each city, etc.
Although this is extra work, the `ask' is for each city to start putting that information
together so we can compile it and get an inventory of what our capabilities are. Then
this can be shared with the counties (Bexar -Judge Wolfe, Guadalupe -Judge Kutcher-
Comal- Judge Krause) to see if a possible coalition of players can be assembled
outside the three counties themselves and maybe the military acting on its own. Then
we can see what is possible from there.
Guadalupe County has recently purchased the old Riedel's Furniture building on FM
78 in Schertz. The building is about 48- 50,000 square feet. In the beginning they will
only be building out a portion of that building. It's possible a part of that structure
could eventually be a place to put an EOC.
Getting all this data together will take a bit of time. Members commented, discussed
and asked questions amongst each other. Resources that can assist with questions
would be DHS and FEMA. Having coordination and interlocal agreements in place
are important though, as well as establishing the different locations, having collection
points, shelters, etc.
Mayor Carpenter suggested that each city compile a list of what they already have
done. An example is, here are the names of contact people, equipment on hand, and
facility locations. Then we can get together and share the lists and decide what the
next step is. It was also suggested to maybe consult with a San Antonio military guard
unit who can assist with some insight. Every city has something, just at various levels
of detail and volume.
After more discussion it was asked that everyone just bring back a list from their city
as to what you have now and who the contacts are. It was decided to have the lists
ready for the March workshop. After the March meeting the information can be
redistributed to the various city coordinators for further study and action.
IV. NEW BUSINESS:
1. Introduction of newly elected Mayors City of Cibolo and City of Windcrest.
Mayor Boyle from Cibolo had already introduced himself to everyone and the Mayor
from Windcrest was unable to join them this evening.
2. Update and discussion on emergency operations coordination and planning.
This item was discussed earlier.
V. Items of Interest by the Member Cities.
Mayor Carpenter recognized Marion Mayor Bill Seiler who stated he had everyone's
membership invoices out in his car and will get them before he leaves this evening.
Kirby City Manager Monique Vernon stated the Martin Luther King Jr. Freedom Riders
event is coming up and you all should have received information on the weeklong events
taking place during the week of the 15th. She invited everyone to participate in the parade
(Saturday, Jan. 13th)
Mayor Jeff Hunt City of Santa Clara stated they will now have an administration person
on site Monday - Thursday during the day. They are also looking to hire someone to be
their inspector /engineer.
Mayor Mary Dennis City of Live Oak stated she likes to keep her word and we had
committed to helping a service person at Randolph. They started off great and had a
really good award thing they did. However, they have not continued with that. Her plea
for tonight is, let's either do what we said we were going to do or just say we are not
going to do it. She introduced one of her City Councilmembers who works at Randolph,
Mr. Robert `Bob' Tullgren who provided some information to help them decide whether
or not to continue with it. Selma Mayor Daly spoke up saying whatever she needed from
his city he will get for her (i.e., gift certificates, plaques, etc.). Mayor Carpenter stated
they should fund it from the partnership. Mayor Carpenter stated this item should be
added to the regular meeting agenda for next Thursday.
Mayor Stosh Boyle City of Cibolo stated a local business holds a large gathering each
year and shuttles people down to the MLK March and they actually serve as one of the
Marshals. Also, their downtown area is growing and really coming alive.
Mayor Nick Milanovich City of New Berlin announced they are getting a new Mexican
restaurant soon. He doesn't know the name yet.
Mayor John Williams City of Universal City spoke in favor of the awards program and
we should try to do even more and support the other installations and figure out a way to
get involved. He would like to see this effort expanded. Mayor Carpenter stated he will
ask Brenda to put it on a future workshop agenda.
He feels each year they should revisit things like, what is our organization, what do we
want it to be in the future, what is our primary mission, what are our goals, etc. Let's all
think about this. There have been other inquiries in the past regarding joining, such as
cities outside the northeast area and other organization members. Things are changing
quickly around us. It is.up to the current members as to what we want to be in the future.
VI. Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of
Universal City to host — February 8, 2018.
The next meeting will be in Universal City and the March meeting will be in Cibolo.
A request was made for a schedule of the meetings to be made and distributed to
everyone.
VII. Review and discussion regarding the Agenda for January 11; 2018, regular meeting.
Other than the awards for serviceman item, no other item was discussed or added.
VIII. Adjournment
Carpenter adjourned the workshop at 7:20 p.m.
