02-08-2018 MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, February 8, 2018 —11:30 a.m. 1. Call to Order and Establish a Quorum — A quorum was present. Mayor Carpenter called the meeting to order. 2. Welcome and Introductions Mayor Carpenter welcomed everyone in attendance and those present stood and introduced themselves. Mayor Carpenter recognized Mr. Dave Campbell who spoke on his upcoming election for District 73 State Representative. 3. Approval of the minutes of the regular meeting of November 9, 2017, the workshop minutes of January 4, 2018, and Minutes of the regular meeting of January 11, 2018. Mayor Dennis made a motion seconded by Mayor Boyle to approve the minutes of the regular meeting of November 9, 2017, the workshop minutes of January 4, 2018, and Minutes of the regular meeting of January 11, 2018. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NET. Mayor Williams made a motion seconded by Mayor Dennis to approve the minutes of the November 2, 2017 NEP Mayor's Workshop. The vote was unanimous. Motion Passed. 5. Discussion and possible action appointing a Member to the Bicycle Mobility Advisory Committee. Mayor Carpenter recognized Mayor Williams who stated that the current member has been unable to attend these meetings due to his work schedule and that we the NEP needs to have someone that can attend them. Mayor Williams moved seconded by Mayor Dennis to appoint City Manager Scott Wayman. The vote was unanimous. 6. Information Items. A. Report from Tri County Chamber of Commerce. B. Report from The Chamber. C. Report from Randolph Air Power Community Council (RAPCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). 01 -11 -2018 Minutes Item A: Daniel Kearns mentioned their upcoming Mardi Gras Event, Friday, February 9, 2018 Bluebonnet Palace, 5 to 8 p.m. Ms. Kim Acosta also mentioned their upcoming Chamber Luncheon. Item B: Maggie Titterington from The Chamber provided information regarding the upcoming The Taste event, March 22, 2018 5 to 8 p.m. Tickets are on sale now at the Chamber. Ms. Titterington mentioned the upcoming Chamber Luncheon where the cities will be presenting their State of the City Address. Ms. Titterington mentioned that they are opening a Branch in Selma and soon to have a 3rd branch in Cibolo. On March 22, 2018 they are hosting a Military Affairs workshop – go to The Chamber website for details and other events. Item C: Representative Nigel Davis had already left the meeting—no report given. Item D: No representative was present to provide a report. Item E: Representative Geiger provided information on the tables regarding the Transportation Improvements Program Public Meetings for Bexar, Guadalupe, Kendall and Comal Counties. Mayor Carpenter introduced Commissioner Calvert to everyone. 7. Establish a Date and Time of the next NEP Mayor's Workshop – City of Cibolo to host. (March 1, 2018) 8. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting – March 8, 2018. February Door Prizes — City of Universal City March Door Prizes — City of Cibolo Door Prizes were distributed from the members cards who were picked. 9. Items of Interest by Members. Mayor Carpenter recognized Mayor Pro -Tem Hadas City of Selma who mentioned they have a new Pluckers Chicken coming in. He also announced the upcoming Selma/Schertz Salute to Service Members 5K event February 24, 2018. Mayor Carpenter recognized Mayor Larry Thompson who announced Fundraiser for Lieutenant Dan Bellinger – as he battles cancer. Saturday, February 10, 2018 Blue Bonnet Palace 5 to 8 p.m., BBQ plates $10 each. Donations are also accepted. Mayor Carpenter recognized Kate Silvas who announced "City of Converse goes Green Day - Free event, Saturday, March 17th Judson Stadium 10 a.m. to 1 p.m. 01 -11 -2018 Minutes Mayor Carpenter recognized Councilmember Gutierrez — City of Schertz who mentioned the upcoming Wilenchik Walk for Life Event March 3, 2018. Mayor Carpenter recognized City Manager Scott Wayman City of Live Oak who mentioned their upcoming IKEA grand opening event — invitations have been sent out. Mayor Carpenter recognized Mayor Williams City of Universal who mentioned their upcoming Snow Fest Saturday March 9, 2018. Mayor Williams also mentioned the need for continuous support of the military and personnel center. Looking to work to get other information on supporting the personnel. Mayor Carpenter reiterated the need for continued support of the Randolph and mentioned that there is a 1.3 -1.4- billion - dollar impact to our area partners. Mayor Carpenter recognized Rachael Clark City of Live Oak who provided information on the upcoming Cyber Con event to be held at the Hilton Gardens on Saturday and Sunday February IWh & 11th. Mayor Carpenter recognized Kirby representative who stated that UTSA is hosting a How to do business with TxDOT event. Mayor Carpenter recognized City Manager Monique Vernon City of Kirby who mentioned their Bright Futures Girls Club event March 3, 2018. Mayor Carpenter mentioned that at the last NEP Mayor's workshop they discussed why NEP exists. One important reason is to have and preserve our seat on the MPO. We each need to celebrate and acknowledge EDC wins for all member cities as this helps all of us. Lastly Mayor Carpenter mentioned that each member city is working to provide a cursory list of all our Emergency Operations Assets. For example, the City of Schertz has an actual stand up Emergency Operations Center (EOC) we can stand up in our Fire Station which is equipped with TV's and such; the number of fire trucks, the number of rolling stock, people who are trained to do this and others trained to do that, communication equipment, points of contact for each city, etc. We are also reaching out to Randolph and the surrounding Counties. He stated that this would give each member city a listing of emergency services capabilities. 10. Adjournment.
