MINUTES OF MEETING
Thursday, August 9, 2018 — 11:30 a.m.
Mayor Daly called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Daly welcomed everyone in attendance and those present stood and introduced
themselves.
3. Approval of the minutes of the workshop meeting of ,Tune 7, 2018 and the regular meeting
of ,Tune 14, 2018.
Mayor Williams made a motion seconded by Mayor Seiler to approve the minutes of
the workshop meeting of June 7, 2018 and the regular meeting of June 14, 2018. The
vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Thompson made a motion seconded by Mayor Williams to accept the current
treasurers report. The vote was unanimous. Motion Passed.
5. Discussion and action regarding the cancellation of the October 11, 2018 NEP
regular meeting due to TML.
Mayor Seiler made a motion seconded by Mayor Williams to cancel the regular meeting
of October 11, 2018. The vote was unanimous. Motion Passed.
6. Consideration and or action regarding NEP Sponsorship at the October Hot Air
Balloon Show. (Maggie Titterington to make brief presentation)
Mr. Robin Thompson from The Chamber spoke on behalf of President Maggie
Titterington providing a summary of the type of activities held, expected public
attendance and profits gained from last year's show. This family friendly event was very
well attended last year. Also, over 300,000 people clicked on the website to see what it
was about.
This year, they expect to have an even larger crowd than they had last year and are once
again asking for NEP's support of a $5,000 donation to help sponsor the event.

Mayor Seiler made a< motion seconded by Mayor Thompson for NEP to again provide
their support with a $5,000 donation. The vote was unanimous. Motion Passed.
Mr. Rudy Garza spoke regarding CPS Energy's future strategic plan and provided
updates regarding their long -term flexibility approach in addressing their future
customer expectations. Their primary focus is on the people -- community growth.
He covered various areas they are currently addressing such as renewable energy and
new technology and tools. They predict by the year 2040, the San Antonio metropolitan
area will double in size. Other things they are looking at are renewables, air quality,
solving fog issues, street light monitors and making preparations for electric vehicles.
They are also very involved with partnering with the San Antonio Southwest Research
Institute.
8. Briefing and support of the 51 -acre Bexar County Complex. (Commissioner
Tommy Calvert)
Commissioner Calvert and members of his team spoke in regard to their desire to seek
support from NEP regarding the 51 -acre project called Sante'51. They provided
information on its background, Bexar County's objectives and area economic activity
and demographics.
Ms. Grace Rose explained the master plan which will include, a hotel, restaurants, a mix
of retail developments, a medical complex, amphitheater, offices, etc. This will include
aesthetically pleasing additions such as green spaces, building awnings, pedestrian
walkways, sidewalks and a park.
They also covered items such as cost breakdown information and options to offset
development costs as well as phasing into the next steps going forward in 2019.
Commissioner Calvert spoke once again regarding their desire from NEP for a letter of
support regarding this project. This was followed with discussion amongst the mayors
present as to whether they should wait until the next meeting when hopefully they would
have full attendance of the mayors representing the NEP member cities.
However, since a quorum was present, Mayor Suarez made a motion seconded by Mayor
Seiler to approve support via the letter. A question was asked if the folks from Randolph
AFB were aware of all of this. They said they did not have any information on it but
have been involved in the JLUS study. All parties just want to make sure the proposed
project plans are in alignment with the requirements of the JLUS study. It was pointed
out that the cities always coordinate with Randolph when projects /plans are in the
making. With continued growth, Randolph has to be in the loop with any development
in their area.

Mayor Williams stated he agreed with Mayor Suarez that they amend the motion to add
on the contingency that Randolph be kept completely in the loop as they go along
continuing to work with them on the particulars of this project. The vote was 5 -1 -.
Motion Passed.

Item A: The representative from Tri County Chamber stated she would like to welcome
the City of Selma who joined them in a city partnership. She thanked Live Oak and
Universal City for their continued support. Next Tuesday at the Hilton Inn in Live Oak
they will have their monthly luncheon at 11:30 a.m. On the 24th they will have a mixer
and Corn Hole Tournament at the Bluebonnet Palace. Their 2018 Business Palooza is
on October 91h at the Hilton Garden Inn and the Elected Officials Reception is on
November 14 at 6:00 p.m.
Item B: Robin Thompson from The Chamber stated that on October 26 -28 is the
Skylight ReMax Balloon Festival. Their golf classic will be at The Bandit Golf course
in New Braunfels on October 51h
Item C: No information to share.
Item D: Scott Wayman stated they did have a meeting yesterday and Schertz designated
an assistant for him, `Cecilia', as a backup for him. He would like that put on the next
agenda to designate her as an alternative, so they have her in the books. There is a
transportation alternative call for projects they are having right now through the MPO
and it is all pedestrian and bicycle related. He thinks Schertz and Converse received one
of them last year.
Item E: Kevin Hadas, City of Selma, stated that Mayor Dennis attended the last meeting
for him but also to congratulate her —as it looks like they are going to be able to lower
their tax rate.
10. Establish a Date and Time of the next NEP Mayor's Workshop – City of Kirby to
host. (September 6, 2018)
Mayor Daly stated the next workshop would be in Kirby on September 6, 2013.
11. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting – September 13, 2018.
Mayor Daly stated the next regular meeting will by here at Olympia Conference Center on
September 13, 2018.

Door Prizes were provided and distributed from the members cards who were picked.
September door prizes will be sponsored by the City of Kirby.
12. Items of Interest by Members.
City Manager Scott Wayman stated they have the blue panels going up today on Ikea.
Monique Diaz stated as a reminder that election day is November 6 and she is running for
Judge of the 150th District Court here in Bexar County.
Councilmember Gutierrez stated the City of Schertz is having their SchertzQ event on
September 14th. It will include fireworks and carnival rides and games.
13. Adjournment.
As there was no further business, Mayor Daly adjourned the meeting at 1:10 p.m.
