Call to Order and Establish a Quorum. Mayor Carpenter called the workshop to order at 6:31 p.m. II. Introduction of those present. Members present were: Mayor Michael Carpenter, Schertz Mayor Tom Daly, Selma Mayor Victor Contreras, Marion Mayor Jeff Hunt, Santa Clara Mayor Walt Williams, New Berlin Mayor Mary Dennis, Live Oak Mayor John Williams, Universal City Mayor Dan Reese, Windcrest Mayor Larry Thompson, Garden Ridge Members thanked Mayor Reese for hosting this month. III. OLD BUSINESS: 1. Continued discussion and possible action regarding the upcoming "Party with the Partnership" event scheduled for October TML 2019. (Representatives from the Reese Events Group will be in attendance) — Greg Reese — Nicholette Orozco Members present reviewed: • Review of Budget - $60,000 which includes the sponsorship monies, reviewed names of sponsorships, secure last sponsors • Review of the transportation — unanimous to go with San Antonio Detours; talked about securing vendor for the alcohol, Mayor Daly will assist with that. • Review and approval of the proposed entertainment as discussed: Spazmatics contract, waiting on quote from other mariachi groups, accordion players, florkorico dancers. 6 -20 -2019 Minutes • Review and approval regarding the Evacuation Plan - get with Leonard John of Blue Bonnet Palace and City of Selma for approved Evacuation Plan • Review regarding EVIT — Logo has been provided. Creative EVITE, Reese Events Group to work with Keven Hadas for the email blast. Send out by August 1 sc • Discussed utilizing one of our own possibly Ernest Spradling — Schertz for an MC, his information was provided to Reese Events Group. Discussion that they will find someone to MC. • Discussed photographer — Mayor Daly indicated that his son TJ will handle this at no cost. • Discussed the catering — Reese Events to work with Leonard John on this. • Discussion regarding the banners, Members and Reese Events to work with Mad Woman Marketing on these to provide the sponsor's logos. • Discussed a possible 3- minute fireworks finally — secure permit with City of Selma. • The alcohol will be handled by Leonard John, this will include coolers on the buses. • Review of what NEP needs from the Reese Company 2. Continued discussing regarding the 2019 Legislative session and plans from the organization. There was not a lot of discussion, there are several documents regarding this that those can read, suggest having things settling down a bit. It was mentioned to have a representative come to one of our future meetings and go over the legislative changes. Possibly someone from either Linebarger Goggan Blair & Sampson, Denton Navarro Rocha Bernal & Zech or even a representative from TML. IV. NEW BUSINESS: 3. Discussion regarding the upcoming July NEP Election of officers. Mayor Carpenter stated that he will not be seeking to run again as Chair, he has been Chair for four years and a good term, he agrees fresh eyes are needed and when we get fresh eyes, it pays off. Mayor Williams City of Universal City stated that these are for a 1 -year term and elections are held in July based on the bylaws. He also stated that it has been the practice that whomever is elected Chair that their support staff (City Secretary) work closely to get the agendas prepared sent out and prepare the minutes. Question from Mayor Hunt City of Santa Clara asked what groups the Chair participates in or goes to. In answer, Mayor Carpenter stated that he goes to the base often, as there are several events he is invited to. The Northeast Partnership Chair serves as a member of the P4 Executive Committee which meets once a quarter. This is our direct link to JBSA, it is developing into something far bigger as has been in the past. Chair attends GBCCC Greater Bexar County Council of Cities which meets once 6 -20 -2019 Minutes every two months, does have to be the NEP Chair but the NEP Chair should be attending the meetings both as the Chair and the Mayor of their city. If the Chair can't attend, he can send someone. Chair should serve as Mayor Williams backup to the Military Affairs Task Force. Members continued to discuss the duties of the NEP Chair. Members discussed the upcoming NEP Officer elections, Mayor Hunt stated he would like to continue as Treasurer. Mayor Williams reminded those members present that normally the Chair has a supporting City Secretary that handles various duties, as he when he was chair, his City Secretary assisted. This has been the normal. Questions arose regarding hiring someone to come in prepare the agendas, contacts the members, do the minutes, lining up speakers, etc., Mayor Carpenter stated as a member of NEP, he would not be opposed to hiring someone for those duties. It would be very easy to do and inexpensive, so the new Chair would need to bring that up for discussion. Mayor Hunt stated that he would have a problem taking turns as the P4 Representative. Mayor Walt Williams indicated that he would like to take the NEP Chair Position, Mayor Tom Daly stated that he would then stay as Vice Chair and then Mayor Hunt would remain the Treasure. Again, Mayor Walt Williams stated that he would be Chair but he does not have staff and that they would need to hire someone and nominated Brenda Dennis to continue and to come up with a dollar value to do this. Other discussions on this continued. V. Items of interest by Member cities. Mayor Thompson City of Garden Ridge again spoke regarding the Law Firm representing the Moxy Pest Control group. This is a National Law Firm that goes around and tries to squeeze cities. Moxy Pest Control is a company that comes in the cities and lives in the hotels, does not have a local office, the apply for a solicitor's permit. Garden Ridge denied them a permit, by mistake, and they were served. Denton Navarro is writing a litter, and it you have this company come in, and you have Denton Navarro as you legal, he suggested that you speak to them on this. He stated that the city did suspend their ordinance, City of Schertz did as well until they could review their ordinance. Mayor Daly City of Selma stated that Mercedes groundbreaking will be in August and Byer Boys are will also becoming to Selma. Mayor Daly stated that they are in the beginning process of working on the biggest Main Street you can imagine. They have had investors, developer and contractor meetings already and hope to get this done by next year. This will help all the surrounding cities as well. Mayor Williams City of Universal City is working on the RAPCO information and getting it back where it needs to be. He is currently working on revising the bylaws and constitution and he will be presenting it to us. He stated we need to have someone that would be a liaison with each of the various organizations on Randolph. There are 8 total and they would be that representative of NEP with that particular organization. He stated that he would lay this out in detail and present it to the partnership. 6 -20 -2019 Minutes Mayor Jeff Hunt, City of Santa Clara, clarified the scholarship amounts that we agreed on, and it was $500 from each city. Mayor Hunt stated that they are in the process of setting up their Municipal Court, they have hired a Judge and the city attorney is working on the rest of the process. Mayor Hunt stated that they are closing Marion road for the project to be complete in Santa Clara. Mayor Walt Williams City of New Berlin stated that they have a new development of 140 Homes coming in and the homes will begin at $400 or more. Mayor Victor Contreras City of Marion commented that the homes that will be built in Marion are really nice and those homes start around $300K and go up to about $700K, he commented on the development of Cross Town on Marion Park working on their second and third phase of development. Mayor Carpenter thanked everyone for letting him serve, he believes that it was part of the reason he was lucky to get an invitation to go to DC and visit the East Wing. 100 elected officials from Texas. Louisiana, Mississippi and Arkansas were invited to attend, there will be tours and briefings with the White House Office of Governmental Affairs to talk about local concerns. Two (2) members of the President's Cabinet will be joining them. (Not sure which ones — should know Monday when they get there who is available) Mayor Mary Dennis City of Live Oak thanked Mayor Reese for hosting the meeting. She stated that it had been awhile since we were in Windcrest. Mayor Dennis stated that there was an article on the newspaper regarding the City of Riviera Beach Florida, she stated that their information was taken by the pirates and that they agreed to pay $600K to get their data back, just mentioning to make sure that your IT Departments are aware and are on top of all the possible hackers.. Chair Carpenter turned meeting over to Vice Chair as he had to leave the meeting. VI. Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of Cibolo) to host for August 1, 2019. VII. Review and discussion regarding the Agenda for July 11, 2019 regular meeting. Discussion of the upcoming agenda. VIII. Adjournment.
