Call to Order and Establish a Quorum. Mayor Williams called the workshop to order at 6:32 p.m., those present introduced themselves. II. Introduction of those present and roll call. Members present were: Mayor Walt Williams, New Berlin Mayor Jeff Hunt, Santa Clara Mayor Larry Thompson, Garden Ridge Mayor Mary Dennis, City of Live Oak Councilmember Mark Allen, Cibolo Mayor Tom Daly, Selma Mayor John Williams, Universal City Guests: City Secretary Brenda Dennis, Schertz, AAMOP Representative Rudy Farias III. OLD BUSINESS: 1. Discussion regarding recent Comptroller Rule Change on Internet Sales Tax. Mayor Walt Williams and the Mayor's present discussed how these changes affect our communities. Discussion centered around each city needing to analyze how the proposed rule changes will impact their sales tax revenues because every city will be affected differently. Some cities stand to lose potentially significant amounts of sales tax revenue because of the change to how internet orders are sourced, wile other would potentially see net gains of sales tax revenues. Mayor's present discussed H.B. 1525 and H.B. 2153. Mayor Walt Williams indicated that he wanted to do more research that he had contact TML on this and possibly seek out potential engagement from an expert on what cities can do. He indicated that he would get back to the group at the next workshop meeting. 3 -5 -2020 Minutes IV. NEW BUSINESS: 1. Discussion and possible action regarding revisions to the Bylaws for RAPCO. (Mayor John Williams) Mayor John Williams provided updates to the Bylaws and Constitution of the Randolph Air Power Community (RAPCO). Mayor's present approved the updates as submitted by Mayor Williams. Mayor Williams pointed out under Article VII — Executive Committee — Section 1 C, that he needed a representative /liaison for: AETC, AFPC, USAFR, 19th AF, 12 FTW, 502 ABW, 502 SRG. Mayor Williams indicated that he had Mayor Jeff Hunt, Mayor Larry Thompson and Mayor Walt Williams so far, but that he will be seeking others for representation. V. Items of interest by Member cities. Mayor Mary Dennis introduced AAMPO Representative Rudy Farias who updated the Mayor's present regarding May being National Bike Month and about the AAMPO May 15, 2020 Bike to Work Day event. Mr. Farias requested a $600.00 Sponsorship which would include 100 water bottles for the event which would be branded with the NEP logo on them. Mayor's present asked Mr. Farias to get additional bottles for us to give out at our May 14, 2020 regular meeting, we would give extra money to cover those additional water bottles. A motion was made by John Williams seconded by Mayor Larry Thompson to approve the $600.00 Sponsorship to AAMPO Bike to Work Day event. The vote was unanimous. Mayor Dennis stated that all the NEP cities should promote this event on their Facebooks during this week. Councilmember Mark Allen, City of Cibolo stated that Mr. Kevin Hadas wanted him to mention that at the AAMPO for the Executive Leadership Board that the Northeast Partnership for Economic Development group will now have a say at that particular group. He indicated that Kevin has been working on this for a long time. Mayor Daly, City of Selma indicated that they have the Crawfish Festival coming up March 26 -29, 2020 at Retama Park, and also the Taste Event on March 19, 2020, 5 to 8 p.m. VI. Establish a Date, Time & Location of the next NEP Workshop Meeting. (Next up is the City of Marion) to host for April 2, 2020. City Secretary Brenda Dennis indicated that she would contact Mayor Contreras. 3 -5 -2020 Minutes VII. Review and discussion regarding the Agenda for March 12, 2020 regular meeting. A copy of the draft agenda was provided and discussed to add an item regarding action taken by the NEP Mayor's Executive Committee regarding the $600.00 Sponsorship for the AAMPO Bike to Work Event on May 15, 2020.
