03-12-2020 MinutesNortheast Partnership for Economic Development Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 - MINUTES OF MEETING Thursday, March 12, 2020 —11:30 a.m. 1. Call to Order and Establish a Quorum — A quorum was present. Mayor Williams, City of New Berlin called the meeting to order at 12:00 p.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions Mayor Williams recognized first time attendees who stood and introduced themselves. 3. Approval of the minutes the workshop meeting of February 6, 2020 and the minutes of the regular meeting of February 13, 2020. Mayor Williams recognized Mayor Pro -Tem Joel Hicks, City of Cibolo who moved, seconded by Mayor Ralph Gutierrez, City of Schertz to approve the minutes the of the workshop meeting of February 6, 2020 and the minutes regular meeting of February 13, 2020. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Williams recognized Mayor Victor Contreras, City of Marion who moved seconded by Councilmember Ed Cimics (Mayor Dennis Proxy), City of Live Oak to accept the current treasurers report. The vote was unanimous. Motion Passed. 5. Action item taken by the NEP's Mayor's Executive Committee regarding sponsorship for the upcoming AAMPO Bicycle Mobility May 15, 2020 Bike to Work Day Event. Mayor Williams indicated that the Mayor Members have decided to approve items that are brought to them during their Mayor's Workshop meetings as there was a quorum present and no need to have it placed on a regular agenda. That being said, at their last meeting it was unanimously approved to support the upcoming AAMPO Bicycle Mobility on May 15, 2020 by providing $600.00 towards the promotion of NEP with having water bottles distributed at one of the stations. 6. Presentation regarding the State of Manufacturing in the Region to include trends, growth within the region and SAMA's workforce development initiatives and partnerships. (Ray Chavez, SAMA) 03 -12 -2020 Minutes Mayor Williams recognized Mr. Ray Chavez and Mr. Carlos de Leon who provided a Power Point presentation regarding Manufacturing in the Region to including trends, growth within the region answering questions. 7. Information Items. A. Report from Tri County Chamber of Commerce. B. Report from The Chamber. C. Report from Randolph Air Power Community Council (RAPCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). Item A: Tri County Chamber Representative — Mindy Paxton - March 26th Mixer, April 28th TPC Golf Tournament - Upcoming — June "State of the Medicine" Item B: Maggie Titterington from The Chamber provided information on their upcoming events.: Ms. Titterington stated she was part of a conference call regarding true updates regarding the COVID -19 virus. She sent out letters to her membership that they are still having the Taste event as well as carrying on their events. For information go to the CDC website (CDC.gov) for updates. She continued to provide some information that she had learned. She indicated that she would follow up with any updates as they become available. Item C: Mayor Walt Williams stated he attended the last meeting, he wanted to bring up an issue that was brought up last month about Randolph cutting trees and people not knowing. They cut trees for two reasons (1) they have the largest bird problem and bird strikes — the birds love our native trees and most of the trees are by the runways, the area where they cut the trees is by a park and Randolph is doing away with the park because of the risk of birds. This was something that they just did, they did to protect the mission at Randolph. Item D: Scott Wayman, City of Live Oak, Bike Mobility, stated they had a meeting yesterday and reviewed the San Antonio CIP plan. The most important thing they did was look at their infrastructure downtown and reviewed which areas they would like to bike at and those they didn't like to bike at. Most important is to talk to our residents about bike mobility and infrastructure, don't refer them as cyclists, they refer to as "people who ride bicycles" — this changes the image for those that are out there doing it for recreation, like himself. They will be having a bike energizer station on May the 15th and appreciates the NEP for allowing them to do so in their donations. Bike world will also be open which is at the corner of Pat Booker and 1604 who will be open to discuss things like maintain your bikes, fix and repair your bikes — Bike to workday May 151h 03 -12 -2020 Minutes Item E: Mr. Hicks (TAC Committee of MPO) stated that we are finally about to get a seat at the table for the executive board, meaning that we will be able to put in our input on projects we as city leaders need to put forward to the MPO to get projects done out our way. Mayor Walt Williams asked that he and Kevin keep us informed of when this happens. Mayor Walt Williams went of script and had all those who were recognized with awards to please stand to be recognized. Certified Municipal Officials: Ed Cimics, Mayor Pro Tern City of Live Oak, Mary Dennis, Mayor Live Oak, Councilmember Allison Heyward, City of Schertz, Councilmember Joel Hicks, City of Cibolo. He announced that Mayor Pro - Tem Ed Cimics was also recognized for over 100 hours of CEU's and received his Award of Excellence for 10 years of service. The Award of Leadership (a city that has had an elected official receive a TMLI certificate for five consecutive years — goes to the City of Live Oak. Mayor Williams indicated that looking at the list of TML awards, we have more of our group represented than any others. 8. Establish a date and time of the April 2, 2020 NEP Mayor's Workshop — City of Marion to host. 9. Establish a Date and Time of the next Northeast Partnership for Economic Development meeting —April 9, 2020. March Door Prizes — City of Live Oak April Door Prizes — City of Marion Door Prizes were provided by the City of Live Oak. Next month the City of Marion to provide door prizes. 10. Items of Interest by Members. Mayor Williams had all those in the audience stand and introduce themselves. Mayor Jeff Hunt announced that those should have noticed a new NEP email going out to the NEP Members and not from Brenda's email. He stated that if you are not receiving them please check your junk email. In closing, Mayor Williams reminded all those regular and associate members to please mail in their dues.
