y Thursday, September 10, 2020 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Vice Chair Mayor Daly City of Selma called the meeting to order at 12:00 p.m. as a
quorum was present and thanked everyone for attending. He mentioned that Mayor Walt
Williams was absent today as his niece passed away.
2. Welcome and Introductions
Mayor Daly welcomed everyone and had them stand to be recognized and introduced
themselves.
3. Approval of the minutes the workshop meetings of March 5, 2020, June 4, 2020,
August 6, 2020, and the minutes of the regular meeting of March 12, 2020.
Mayor Daly recognized Mayor Jeff Hunt, City of Santa Clara who moved, seconded
by Mayor Larry Thompson, City of Garden Ridge to approve the minutes the of the
workshop meetings of March 5, 2020, June 4, 2020, August 6, 2020 and the minutes
regular meeting of March 12, 2020. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Daly recognized Mayor Larry Thompson City of Garden Ridge who moved
seconded by Mayor Victor Contreras), City of Marion to accept the current treasurers
report. The vote was unanimous. Motion Passed.
5. Discussion and possible action regarding holding future NEP Regular meetings.
Mayor Daly stated that the Mayor's wanted to see how the attendance of this meeting
was and see everyone again. Mayor Daly stated that the Mayor's have continued to
meet during the past months. Mayor Daly stated that he believes we can resume
meeting with the social distancing set up as we did today, the Mayors will discuss
again at their Workshop meeting in October. Mayor Daly thanked all those that show
up today.
6. Updated information regarding the NEP Mayor's Meeting discussion regarding
financial aid to our local businesses. (Chairman Mayor Walt Williams)

Mayor Daly stated that Mayor Walt Williams and the other Mayor's met and decided to
take $18,000 from NEP funds and distribute among the NEP cities for distribution to
their local businesses for assistance during the COVID-19 virus shutdown. The Mayor's
of each city would decide what donation amount and to which small businesses within
their community to recognize for the assistance dollars. Once distribution has been
complete a list of those will be provided out to the Northeast Herald for an upcoming
story regarding the Northeast Partnership assisting during COVID -19. Mayor Jeff Hunt
indicted that he would need to get the list and the amounts emailed to him so that he can
get the NEP checks to the Mayors, he indicated that the dollars are more targeted at the
small mom and pop businesses, again it is up to the Mayors of their city to distribute.
This was a great idea by Mayor Walt Williams and agreed to by the NEP Mayors, just
another way of how our organization is helping out during this period of time.
7. Northeast Partnership for Economic Development — update regarding NEP doing
business as Northeast Partnership.
Mayor Daly stated that the name "Northeast Partnership for Economic Development"
as been talked about for years, questions have arisen as to why we are named this as we
have branch out to many other entities and have supported more than just economic
development, i.e., school - college scholarships, special project funding, etc. Question
was posed were these participations part of economic development. Mayor Daly
indicated that now most cities have their own Economic Development Department and
the Mayors at their last meeting decided we would also be known as the Northeast
Partnership as well, with doing this we will feel comfortable without questioning our
participation in events /scholarships etc.,- for a good cause. Mayor Daly stated our legal
name will remain "the Northeast Partnership for Economic Development" but we will
also be known as "Northeast Partnership ".
8. Information and update regarding the newly appointed FY2020 -2021 NEP
Officers. (Mayor Walt Williams)
Mayor Daly indicated that the FY2020 -2021 NEP Officers remain the same: Chair,
Mayor Walt Williams, City of New Berlin, Vice -Chair Mayor Tom Daly City of Selma
and Treasurer Mayor Jeff Hunt, City of Santa Clara. If you need or have questions about
the organization, please reach out to anyone of them.
9. Information Items.
A. Report from Tri County Chamber of Commerce.
B. Report from The Chamber.
C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).
Item A: Tri County Chamber Representative — Mindy Paxton stated that they had
several professionals keeping them informed regarding the COVID -19 virus and they
were postings information on their website as well as addressed phone calls. They have

created a YouTube page with several useful videos; example, how to market your
business. They are encouraging everyone to utilize restaurants and /or food
establishments curbside, purchase gift certificates etc., as well during this time. They
did hold their Golf Tournament with the proceeds going to Big Brothers /Big Sisters.
She thanked everyone for the support, sponsorships, and attendance at the event. The
Tri County Chamber continues to encourage those to donate blood. Mindy stated she
wanted to congratulate the City of Cibolo who is their newest member. Lastly, the are
back to in person luncheon meetings.
Item B: Maggie Titterington from The Chamber provided information on their
upcoming events.:
Ms. Titterington who stated it was great to meet in person once again. She stated that
the Chamber has remained opened during the past months staying connected with the
different agencies and disseminating information out to their members and small
businesses. Several businesses in the community donated items, such as facemasks,
lunches, gift cards etc., out the other members of the community in need. Ms.
Titterington thanked everyone for what they did for the business community.
The Chamber has begun meeting in person again with safety protocols in place for
appropriate meetings. Ms. Titterington thanked all those who participated in the recent
Chamber Bowl, scholarship will be given out at their next meeting
Item C: Mayor Williams mentioned the recent JBSA, 502d Air Base Change of
Command ceremony for Brig. General Caroline Miller and farewell ceremony to Brig.
General Laura Lenderman. He mentioned he would like to plan a meet and greet event
where we can recognize the new Commander. Things are transpiring with the City of
Universal City and JBSA regarding proposed demolishing of condemned buildings and
homes — next month he will provide an update, this is in relation to the Interlocal Support
agreement that was signed recently.
Item D: Scott Wayman, City of Live Oak, Bike Mobility, stated they had a meeting
just yesterday and that their September Bike to Workday event has been cancelled. He
recognized all those that worked with him and indicated that their donation monies
would be returned. At their meeting yesterday they mentioned and update them on the
"VIA Keep San Antonio Moving Plan". It's a plan where you can select what type of
mobility you have with the VIA bus or other type of mobility. They also discussed a
Micro - Mobility Plan — go to the Bike San Antonio website and do a quick survey — after
the survey they will have a drawing for a bike. Scott also stated that there have been
some changes to the Transportation Improvement Plan — the grants that are coming up,
they are changing where they are waiving some of the scores, check information out on
where they are changing some of the information.
Item E: Joel Hicks, MPO Representative who stated MPO is changing some of the
individuals around, where first people would be able to get into the Executive Session
where they will have a word, they will be swapping attendees out every other time where

the suburban cities (the Northeast Partnership) will eventually get into the meeting to be
able to voice their concerns and have a say on items. Mr. Hicks indicated that the MPO
has changed ways of submitting project and to please either get with him or Mr. Hadas
on projects you wish to submit to the MPO — call for projects begins October. Mr. Hicks
and Mr. Hadas can assist in getting your projects through the door, please let them know
if you have projects.
10. Establish a date and time of the October 1 NEP Mayor's Workshop — City of
Marion to host.
Next Mayors Workshop meeting will be October 1, 2020 hosted by the City of Marion.
11. Establish a Date and Time of the next Northeast Partnership for Economic
Development meeting — October 8, 2020.
Next regular meeting will be October 8, 2020 here at Olympia Hills Golf and Conference
Center and hope to see everyone in attendance.

October Prizes — City of Marion
Door Prizes were provided by the City of Schertz. Next month the City of Marion to
provide door prizes.
12. Items of Interest by Members.
Mayor Daly recognized City Manager Scott Wayman who stated that the City of Live Oak
will be hosting a Drive -thru Halloween celebration and will be giving away a lot of swag
for the adults and candy for the kids. Mr. Wayman mentioned the upcoming Virtual TML
Conference where he is one of the speakers for one of the sessions. Scott mentioned the
money provided by NEP will be used to purchase some signs that say "Open for Business"
which will be placed on some of their corridors. Budget is done no new tax rate. He stated
that if NEP wants to update the bylaws — he recommends Kim Turner and he to help modify
them.
Mayor Daly recognized Mayor Victor Contreras with the City of Marion who stated their
Community Library has to leave the School and the City has arranged to have it set up
will be temporarily relocated to one of their old Fire stations, it will be right next to the
City Hall. The City is going through a GLO grant process right now where they will be
applying for a water tower facility and sewage system. They finally got into their City Hall
as the remodeling has been completed, he will let everyone know when the ribbon cutting
ceremony will be.
Mayor Daly recognized Mayor Ralph Gutierrez with the City of Schertz stated the City of
Schertz and the City of Cibolo open up Ripps Kreusler Road — now goes from FM 3009 in
Schertz all the way down to Cibolo Valley Drive in Cibolo.

Mayor Daly recognized Ms. Maggie Titterington from The Chamber stated she has
consolidated information regarding the upcoming election, she made 10 copies to pass out.
Mayor Daly recognized Mr. Joel Hicks, Mayor Pro -Tern from the City of Cibolo who
stated that AACOG will be hosting a series of EDC Webinar every Thursday. Last
Thursday the presentation was from USDA, also they have grants that can be applied for
by cities and if interested in.
Mayor Daly recognized City Manager Dr. Mark Browne from the City of Schertz who
stated that the City of Schertz Firefighters team deployed two different teams to help battle
the California wildfires.
Mayor Daly introduced and welcomed his new Councilmember Mr. Noah Washington.
