Call to Order and Establish a Quorum — A quorum was present. Chair Mayor Walt Williams, City of New Berlin called the meeting to order at 12:00 p.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions Mayor Williams welcomed everyone and had them stand to be recognized and introduced themselves. 3. Approval of the minutes the regular meeting of September 10, 2020. Mayor Williams recognized Mayor Larry Thompson, City of Garden Ridge who moved, seconded by Mayor Tom Daly, City of Selma to approve the minutes regular meeting of September 10, 2020. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Williams recognized Mayor John Williams, City of Universal City who moved seconded by Mayor Tom Daly, City of Selma accept the current treasurers report. The vote was unanimous. Motion Passed. 5. Information regarding the NEP Mayor's meeting discussion and action regarding providing an additional 20% to be utilized to honor all their first responders. (Example: pizza luncheon, etc.) W. Williams Mayor Williams mentioned that at the last Mayor's Workshop the Mayor's agreed to an additional 20% of NEP funds which will be utilized to honor and recognized all first responders of our cities. The money would be utilized to host a pizza luncheon, or something similar. This is a great way to say Thank You to all our First Responders who have been working diligently during the current events of COVID -19. 6. Information Items. A. Report on Bicycle Mobility Advisory Committee. 10 -08 -2020 Minutes E. Report from Metropolitan Planning Organization (MPO). Item A: Tri County Chamber Representative — Mindy Paxton provided the following information: Monthly Luncheon next Tuesday, October 13, 2020 11:30 a.m. 1:00 p.m. Hilton Garden Inn, Live Oak, sponsored y Post Acute Medical Specialty Hospital. Monthly Mixer, October 23, 2020, sponsored y Randolph Metrocom Rotary Club and Physicians Premier ER in Cibolo. The event will be at the Hilton Garden Inn, Live Oak beginning at 5:30 p.m. This will also be the Rotary Club's annual events "Pints for Polio" and a part of the proceeds goes to the END POLIO NOW campaign in support of World Polio Day. Elected Officials Gala — November 12, 2020 at Olympia Hills Golf & Conference Center, we still have some sponsorship opportunities. Contact Mindy if interested. Missy Carpenter, a Tri County Board Member is spearheading her 2nd Dress for Success Campaign. If anyone has any clothing items, shoes, etc., to donate contact Mindy or Missy. Back the Blue Parade is being planned by Kristy Wilson with Serenity Oaks Assisted Living, along with a few local police officers, October 24, staging begins at 10:00 a.m. at Cibolo City Hall. They will have prizes, food trucks, music and more. Over 100 vehicles are planned to participate. There is a Facebook event that you can rind the route, which is still being planned out. Item B: Maggie Titterington from The Chamber provided information: As you know, yesterday Governor Abbot released a new Executive Order, active on October 14th, which expands the opening of businesses to 75% and bars at 50% as long as the county judge files the appropriate paperwork with the TABC. Abbott also released occupancy restrictions on many other businesses to include schools, churches and sports programs, childcare, among others. This will only be for counties with low hospitalization rates of under 15% of the total hospital capacity. I have been in contact with Guadalupe County to request whether Judge Kutcher will support this initiative if all the prerequisites are in place. He will be in discussions with local mayors about this next week. Judge Wolff with Bexar county is currently not supporting this but has a task force gathering information and in the next week or so may have some new news. I am also reaching out to Comal County Judge Krause to find out what they may do. Joint Veterans Day ceremony with the cities of Schertz, Cibolo and Selma on November l lth at 9am at the Veterans Memorial Plaza in Schertz. Keynote speaker will be Brig Gen. Caroline Miller 10 -08 -2020 Minutes Leadership CORE application deadline is October 30th. You do not have to be a Member of our Chamber to attend. Applications are online at thechamber.info under the Member Center tab Congratulations to our 2021 Board Directors who have just been finalized: Michael Beaver - Methodist Hospital Northeast, Daron Lofton with Frost Bank and Dr. Veronica Garcia with Northeast Lakeview College. Item C: Mayor Williams stated he had nothing to report. Item D: Scott Wayman stated he had nothing to report. Item E: Kevin Hadas, MPO Representative who stated MPO — call for projects begins October. Please let Keven or Joel Hicks know if you have projects so they can assist in getting your projects through the door. 7. Establish a date and time of the November 5, NEP Mayor's Workshop — City of Cibolo to host. Next Mayors Workshop meeting will be November 5, 2020 hosted by the City of Cibolo. 8. Establish a Date and Time of the next Northeast Partnership for Economic Development meeting — November 12, 2020. Next regular meeting will be November 12, 2020 here at Olympia Hills Golf and Conference Center and hope to see everyone in attendance. October Prizes — City of Marion November Door Prizes — City of Cibolo Door Prizes were provided by the City of Marion. Next month the City of Cibolo to provide door prizes. 9. Items of Interest by Members. City Manager Scott Wayman of the City of Live Oak announced their Halloween Drive - thru event, October 31, 2020 3:00 to 5:00 pm. "Come join us for a Halloween event with an extra special twist to celebrate "60 Years of Strength in Community." They realize that the COVID -19 situation has impacted everyone in the community, and many of you have missed being able to gather for special events in the City of Live Oak. Their first priority is to promote health and safety for our citizens, and staff is working hard to be able to carry out the tradition of outstanding programming while adhering to these standards. The Halloween Trunk or Treat event will be on Saturday, October 31st in the Main Park from 3p -5p.
