The City of Schertz; Economic Development Corporation (SEDC) Board f Directors met for a
Regular Monthly Meeting on Thursday, May 28, 2020, at 6:00 p.m. in the Hal Baldwin
Municipal Complex, Council Chambers, Building No. 4, 1400 Schertz Parkway, Schertz, Texas.
This is an open meeting, subject to the open meeting laws of the State of Texas.

2. Public comment - This time is set aside for any person who wishes to address the Board. Each person
shouldfill out the Citizen's to be Heard registry form prior to the meeting. Presentations should be limited to
no more than 3 minutes. The presiding officer, during the Public Comment portion of the agenda, will call on
those persons who have signed up to speak in the order they have registered

Presentations
4 SEDC monthly financial statements: April 2020. (J. Walters)
Mr. Walters reported that the sales taxes continued their growth by 2.3% over April 2019.
This continued growth streak does increase the 12-month rolling average of sales tax growth
to 11% from 10.4% indicating a continued expansion in sales tax generating companies in
Schertz. The notable expense for April was the second semiannual service contract with the
City of Schertz.
Love Where You Work — After receiving multiple complaints spanning multiple years on
maintenance and safety issues about the Tri- County Business and Industrial Park signs at
Tri County Parkway and 1-35 and Tri County Parkway and FM 3009, the City Parks
Department is now obtaining, bids to mow around the signs. It is estimated it will cost about

$1,500 a year. This is a short-term solution. After surveying companies in the park and
discussing it with the Love Where You Work group, it is recommended that the signs be
permanently removed.
Mr. Lopez talked about the funding, outreach and next steps, challenges and strategies to
provide diverse opportunities for unemployed claimants.

Mr. Perez briefed the Board on the new intended uses forn some of the budgeted funds thm
needed to be adjusted due to the impact that the COVID-19 declarations had on the SEDC
recruitment activities.

8. Briefing and possible action on SEDC Resolution No. 2020-3 authorizing the assignmem
of the economic development incentive agreement with WRI, LLC to CineStarz
Entertainment, LLC. (A. Perez)
with WR I, LLC to CineStarz Entertainment, LLC. Staff recommended approval.
Mr. Chris Cline, EVO Entertainment Group/Chief Development Officer, thanked the Board
and City staff for their support.

A motion to approve the SEDC Resolution No. 2020-3 authorizing the assignment of thc.
economic development incentive agreement with NMI, LLC to CineStarz Entertainment,
LLC was made by Mr. McDaniel. Seconded by Mr. Snowden. Motion passed unanimously.
