01-14-2021 Regular MinutesNortheast Partnership Olympia Hills Golf and Conference Center 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, January 14, 2021 — 11:30 a.m. 1. Call to Order and Establish a Quorum — A quorum was present. Chair Mayor Walt Williams, City of New Berlin called the meeting to order at 11:57 a.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions Mayor Williams welcomed everyone and had them stand to be recognized and introduce themselves. Members present were: Mayor Walt Williams, New Berlin Mayor Pro -Tern Joel Hicks, Cibolo Mayor Larry Thompson, Garden Ridge Mayor Victor Contreras, Marion Mayor Ralph Gutierrez, Schertz Mayor Pro -Tern Kevin Hadas, Selma Mayor John Williams, Universal City Mayor Pro -Tem Ed Cimics, Live Oak Mayor Williams also recognized County Judge Kutscher and County Commissioner Wolverton and welcomed them to the meeting. 3. Approval of the minutes the Mayors Workshop meeting of November 5, 2020 and the minutes of the NEP Regular meeting of November 12, 2020. Mayor Williams recognized Mayor Victor Contreras, City of Marion who moved, seconded by Mayor Larry Thompson, City of Garden Ridge to approve the minutes of the Mayors Workshop meeting of November 5, 2020 and the minutes of the NEP Regular meeting of November 12, 2020. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff Hunt) Mayor Jeff Hunt City of Santa Clara supplied the treasurer's report. Mayor Williams recognized Mayor John Williams, City of Universal City, seconded by Mayor Ralph 01 -14 -2021 Minutes Gutierrez, City of Schertz to approve the current treasurer's report. The vote was unanimous. Motion Passed. 5. Presentation and updates regarding JBSA, 502 ABW & 12 FTW. (J. Anderson/R. King/C. Robertson/Maj. R. Martin. Mayor Walt Williams recognized the speakers who provided a PowerPoint presentation regarding 12t' Flying Training Wing JBSA - Randolph Community Initiatives and Safety; took questions from the audience. 6. Presentation and update regarding COVID -19 by Mr. Balous Miller. Mayor Walt Williams stated that Mr. Miller was unavailable today, but that Mayor Ralph Gutierrez City of Schertz was recognized who provided updated information regarding current cases in Guadalupe County and spoke regarding the recent Guadalupe County ( Schertz sponsored) vaccine clinic for 1St responders around the Guadalupe area. 7. Presentation regarding Unemployment Claims and Local 4 Year Strategic Plan. (Adrian Lopez - Workforce Solutions) Mayor Walt Williams introduced Mr. Lopez who provided a PowerPoint presentation regarding Workforce Solutions Local Plan 2021 -2024 and Unemployment Insurance Claimants (Alamo area). Mr. Lopez addressed questions from the members. 8. Information Items. A. Report from Tri County Chamber of Commerce No one was present from the Tri County Chamber of Commerce. B. Report from The Chamber. President Maggie Titterington provided the following: Health and Wholeness Fair on January 30th from loam - 1pm - free at the Civic and they will be practicing social distancing, thermal scanning and mask wearing and sanitation. Their first EPIC Education Class is January 20th from Sam to l lam and is focusing on 12 Small Business Strategies to Expedite Growth. It is by Zoom and you do not have to be a member to participate. Report from Randolph Air Power Community Council (RAPCO). 01 -14 -2021 Minutes Presentation today covered this portion. D. Report on Bicycle Mobility Advisory Committee. City Manager Scott Wayman stated that they did not have a meeting in January next meeting will be held in February. E. Report from Metropolitan Planning Organization (MPO). Mayor Pro -Tem Kevin Hadas stated there is a call for projects and offered a solution for jobs and shots, the Bluebonnet Palace is open for business — get your shots and tip your bartenders. 9. Establish a Date and Time of the next NEP Mayor's Workshop February 4, 2021 — City of Schertz to host. Next Mayor's Workshop will be February 4, 2021 hosted by the City of Schertz. 10. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — February 11, 2021. January Door Prizes — City of Santa Clara February Door Prizes — City of Schertz Door Prizes were provided by the City of Santa Clara. February's - City of Schertz to provide door prizes. 11. Items of Interest by Members. Mayor Stosh Boyle, City of Cibolo stated that they had circulated a letter around to all the NEP Cities asking them for support letters for the expansion project of FM 1103. City Manager Scott Wayman, City of Live Oak stated that they will be hosting the Best of Live Oak on the 29th. To Best of Live Oak on their website. Mayor Tom Daly, City of Selma stated that February 27, 2021 the City of Selma and City of Schertz they will be hosting the Selma/Schertz Salute to Service Members 5K benefitting Operation Comfort and the Wounded Warriors. https: / /redemhtionrp.raceeni i \, .com/selma- schertz- salute -to- service- members- 5k/race- information to register. A flyer will be forthcoming out to the cities. Senior Vice - President Darron Loften, Frost Bank stated that they would like to be a sponsor for the 5K and also reminded everyone Rodeo starts next month and on February 151 they once again will be hosting the Rodeo Chuck Wagon Breakfast — this year is drive -thru style, 7:30 to 9:30 am. 01 -14 -2021 Minutes 12. Mayor Victor Contreras, City of Marion stated that Gigi's is back open, working on opening the Community Library and have also been working on another Community Development Block Grant for water meters.
