MINUTES OF MEETING
Thursday, February 11, 2021 -11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Chair Mayor Walt Williams, City of New Berlin called the meeting to order at 12:00
p.m. as a quorum was present and thanked everyone for attending.
2. Welcome and Introductions
Mayor Williams welcomed everyone and had them stand to be recognized and introduce
themselves.

3. Approval of the minutes the Mayors Workshop meeting of January 7, 2021 and
the minutes of the NEP Regular meeting of January 14, 2021.
Mayor Williams recognized Mayor Tom Daly, City of Selma who moved, seconded by
Mayor Victor Contreras, City of Marion to approve the minutes of the Mayors
Workshop meeting of January 7, 2021 and the minutes of the NEP Regular meeting of
January 14, 2021. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff
Hunt)
Mayor Jeff Hunt City of Santa Clara supplied the treasurer's report. Mayor Williams
recognized Mayor Tom Daly, City of Selma, seconded by Mayor Ralph Gutierrez, City
of Schertz to approve the current treasurer's report. The vote was unanimous. Motion
Passed.

5. Presentation and updates regarding COVID -19 the affects on Business and
report/update from the Governor's Task Force regarding businesses opening back
up. (Balous Miller, CEO Bill Miller's)
Mayor Walt Williams recognized Mr. Miller who discussed and provided information
on how the Governor's Task Force worked together making plans to reopen businesses
during the COVID -19 pandemic. He addressed several questions from those present.
6. Information Items.
A. Report from Tri County Chamber of Commerce
Mindy Paxton with the Tri- County Chamber of Commerce provided the following:
• We have a new Chair, Shankar Poncelet, who regretfully is unable to attend
today, but he is doing some amazing things for Tri- County and we are very excited.
Hopefully, he will be able to attend next month.
• Next Tuesday, February 16 at 6pm we have our annual Mardi Gras benefitting
Northeast Lakeview College at Blue Bonnet Palace. We still have a few tickets
available.
• February 25, we have our mixer at the new Lone Star Lounge in Cibolo with
music by Mikele Buck (former contestant on The Voice and unfortunately for him,
my friend)
• We have started a State of Tri- County Series. We will have 4 educational
seminars held at Hilton Garden Inn, Live Oak (thank you to the City of Live Oak,
Mayor Dennis, and Live Oak City Council for approving the use of their days at the
Hilton for this series)
o First series is The State of Medicine: Navigating Covid in 2021 for businesses to
be held on March 23rd from 1 -5pm
• Free to Tri- County members and $15 for guests
• We will have opening remarks from Michael Beaver, CEO Methodist
Hospital Northeast
• Panelists are Harlon Pickett our insurance expert, Dr. Daniel Kellum with
Kellum Family Medicine and Dr. Roger Moczygemba with Direct Med
Clinic

B. Report from The Chamber.
President Maggie Titterington provided the following:

Our Health and Wholeness Fair was a great success with 200 people in person
attendance and 347 virtually. In person presentations that we Facebooked live
included Michael Beaver on living with covid in 2021, supporting loved ones
with Alzheimer's and dementia by The Brooks of Cibolo and a breast cancer
survivor testimony by Leslie Mouton. Views are closing in on 700 for all 4 videos
and are available for you to view if interested at thechamber.info
Our next chamber luncheon will be the state of the cities and feature Schertz,
Cibolo and Selma city managers providing successes of 2020 and current projects
for 2021. This luncheon is sold out but new this year, we are offering a live real
time Zoom feed. Please call our offices at 619 1952 for more information.
Closeout for the Zoom will be Monday at noon. Special thanks to Santikos
entertainment in Cibolo for hosting our next two lunches.
Last, we are very excited to announce our next big event The Taste Local Flavor
Tour. As our traditional Taste event cannot be executed at Retama Park in the
usual way, we have created a way of driving business to our local restaurants -
literally. Beginning March 1 st, stop by the chamber offices and pick up a game
card for $5. This card will have 25 local restaurant and beverage providers. For
the entire month of March, residents are encouraged to visit these places of
business. They are required to make a purchase, no minimum required, and then
they receive a sticker from that location. At the end of the month, play cards are
turned back in to qualify for prize drawings up to $1000.

C. Report from Randolph Air Power Community Council (RAPCO).
No update provided.
D. Report on Bicycle Mobility Advisory Committee.
City Manager Scott Wayman, City of Live Oak stated the last meeting of the
BMAC was a joint meeting with the PMAC. At the meeting, held Wednesday the
10a', San Antonio presented on their Complete Streets Program talking about
street designs to accommodate all transportation modes.
There was a presentation by the San Antonio River Authority on the Bexar
County River and Creek Program, and you can virtually travel the entire city of
San Antonio on a bike path in San Antonio's water sheds.
There was a Presentation on the San Antonio Bike Share Update They will be all
Electric bikes soon.

Finally, there was a discussion on FY 2022 -2023 Unified Planning Work Program
by the MPO.
E. Report from Metropolitan Planning Organization (MPO).
Mayor Pro -Tern Kevin Hadas reminded the cities for the call for projects with MPO
and to let him know prior so that he can assist in the support.
7. Establish a Date and Time of the next NEP Mayor's Workshop March 4, 2021 —
City of Selma to host.
Next Mayor's Workshop will be March 4, 2021 hosted by the City of Selma.
S. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting —March 11, 2021.

9. Items of Interest by Members.
Mayor Pro -Tern Joel Hicks, City of Cibolo provided information regarding decisions being
made regarding the Rodeo.
Mayor Tom Daly, City of Selma stated that February 27, 2021 the City of Selma and City
of Schertz they will be hosting the Selma/Schertz Salute to Service Members 5K
benefitting Operation Comfort and the Wounded Warriors.

information to register. A flyer will be forthcoming out to the cities.
Senior Vice - President Darron Loften, Frost Bank stated the Rodeo is starting and on
February 15� they once again will be hosting the Rodeo Chuck Wagon Breakfast — this
year is drive -thru style, 7:30 to 9:30 am.
Mayor Victor Contreras, City of Marion thanked all those who provided well wishes to
him and his wife during the time they were recovering from COVID.
Mayor Pro -Tem Joel Hicks, City of Cibolo and Mayor Gutierrez mentioned the City of
Schertz sponsored COVID -19 vaccination Clinics being held. Mayor Pro -Tem Hicks
thanked the City of Schertz, Mayor Gutierrez and all those that have volunteered to assist
at the clinics.

present sang Happy Birthday.
