Call to Order and Establish a Quorum — A quorum was present. Chair Mayor Walt Williams, City of New Berlin called the meeting to order at 12:00 p.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions! Mayor Williams welcomed everyone and had them stand to be recognized and introduce themselves. Member's present were: Mayor Walt Williams, City of New Berlin Mayor Jeff Hunt, City of Santa Clara Mayor Tom Daly, City of Selma Mayor Stosh Boyle, City of Cibolo Mayor Mary Dennis, City of Live Oak Mayor Robb Erickson, City of Garden Ridge Mayor Ralph Gutierrez, City of Schertz Mayor John Williams, City of Universal City Mayor Pro -Tem Nick Neville, Universal City 3. Approval of the minutes the Mayors Workshop meeting of April 1, 2021, and the minutes of the NEP Regular meeting of April 8, 2021. Mayor Williams recognized Mayor Mary Dennis, City of Lice Oak who moved, seconded by Mayor Ralph Gutierrez, City of Schertz to approve the minutes of the Mayors Workshop meeting of April 1, 2021, and the minutes of the NEP Regular meeting of April 8, 2021. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff Hunt) Mayor Jeff Hunt City of Santa Clara supplied the treasurer's report. Mayor Williams recognized Mayor Mary Dennis, City of Live Oak, seconded by Mayor Ralph Gutierrez, City of Schertz to approve the current treasurer's report. The vote was unanimous. Motion Passed. 05 -13 -2021 Minutes 5. Consideration and/or action regarding providing support of the Cibolo BBQ Cook -off event. Mayor Boyle provided information regarding their upcoming 5K & BBQ event; proceeds will go toward scholarships for high school students. Mayor Tom Daly, City of Selma made a motion to support the Cibolo 5KBBQ Cookoff in the amount of $500.00, seconded by Mayor Mary Dennis, City of Live Oak. The vote was unanimous. Motion Passed. 6. Presentation regarding "Tickets on the Go" Police ticket tracking system — Gloria Desouza. A presentation was provided by Gloria Desouza and Mansur Plumber with AdComp Systems regarding the "Tickets on the Go" tracking system. Members of the audience addressed questions. 7. Information Items. A. Report from Tri County Chamber of Commerce Mindy Paxton with the Tri- County Chamber of Commerce provided the following: We had a wonderful turnout at our golf tournament last month. We presented a check for $2500 to Boysville from the proceeds at our luncheon this past Tuesday at Blue Bonnet Palace. Our May mixer is May 27 at Ernie's in Cibolo and is sponsored by Kurt Van Wagonen with New York Life. We are hosting a corn hole tournament with the City of Cibolo May 29 at their Cibolo Crossing Stampede 5K and barbeque cookoff. We are still looking for runners, teams, and sponsors. Our June 8th luncheon is sponsored by ER Anderson and Associates, and we will have a presentation from the Comal County Sherriff, Mark Reynolds. We our working on the second edition of The State of Tri- County Series, State of Technology. Date is TBD but we are looking at early September. President Maggie Titterington provided the following: 05 -13 -2021 Minutes The Chamber joined with Texas Association of Business and several Texas Chambers in the area and sent letter to petition for the State of Texas to stop participating in the supplemental 300.00 wages on top of unemployment. It is killing the restaurant businesses in our three cities and is preventing from getting restaurant employees to come in and operate and get these businesses kick started again. She also wanted to give a shout to Schertz and Cibolo Police Departments for the Police Memorial Ceremony for the beautiful ceremony. Unfortunately, there were 125 Officers that were remembered with the rose dedication. The audience were part of the ceremony, and it was one of the more touching ceremonies to be part o£ Santikos donated the auditorium. Next Tuesday the Chamber Luncheon will be at Santikos and there will be TxDOT presentation on updates on construction projects that are in the area. There will also be a demonstration from our DECA students from Steele and Clemens High Schools. The Chamber has fundraiser for DECA students on August 20'b, 2021, to raise fund to help with scholarships. The DECA students will give a 5- minute presentation on what they do. The Skylight in Selma- Hot Air Balloon Festival is being planned with the Spazmatics as the featured entertainment. They have food trucks and food vendors lined up but have plenty of room for non -food vendors, business such as arts and crafts. For more information, please go to Skylightballoonfest.com. C. Report from Randolph Air Power Community Council (RAPCO). Mayor John Williams from Universal City stated after the 2005 RAP there was an organization formed in San Antonio called Military Transformation Task Force Unit and had members from Chamber of Commerce, Tri County Chamber, County and City of San Antonio. Councilmen Clayton Perry is a City of San Antonio representative and is going to propose to City of San Antonio City Council to rename it to Joint Military Value Partnership. What he is proposing on this membership is that they be part of NEP and for the mayors that are directly affected by the base, primarily Universal City, Schertz, and Converse. There will be more information coming out, just wanted to let everyone know that this organization will have a new name but will still have an active participation. There will be more information by next month. D. Report on Bicycle Mobility Advisory Committee. City Manager Scott Wayman, City of Live Oak stated there was a meeting yesterday with the BMAC and PMAC met together for scoring projects for the Transportation Call for Service. A couple of cities have projects on this list, Selma and Cibolo and a lot from San Antonio. We are looking into crash data from TxDOT to weight these and talked about connectivity, generators, and environmental justice. E. Report from Metropolitan Planning Organization (MPO). 05 -13 -2021 Minutes Mayor Pro -Tern Kevin Hadas reminded the cities for the call for projects with MPO and to let him know prior so that he can assist in the support. They are also going through the same scoring process, and the same two cities, Selma and Cibolo have applied, and they are working on scoring criteria for them and all the projects which is ongoing. He wanted to also thank Mayor Mary Dennis for filling me in when I have missed a couple of meetings. Also wanted to mention that Mayor Pro Tern Joel Hicks's from City of Cibolo, his mother passed and to keep him in your prayers. He also wanted to thank Councilmen Polasek for attending the MPO meetings as well. 8. Establish a Date and Time of the next NEP Mayor's Workshop June 3,2021 — City of Windcrest to host. Next Mayor's Workshop will be June 3, 2021, hosted by the City of Windcrest. 9. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — June 10, 2021. May Door Prizes — City of Universal City June Door Prizes — City of Windcrest Door Prizes were provided by the City of Universal City. June door prizes - City of Windcrest to provide. 10. Items of Interest by Members. Mayor Mary Dennis announced that CPS Energy would like to meet and talk about being better prepared for a winter event by hosting a virtual "Suburban Cities Energy Resilient Summit" on May 25th, 2021, at 10:30 am to 12:00 pm.
