MINUTES OF MEETING
Thursday, June 10, 2021 — 11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Vice Chair Mayor Tom Daly, City of Selma called the meeting to order at 11:59 a.m. as
a quorum was present and thanked everyone for attending.
2. Welcome and Introductions!
Mayor Daly welcomed everyone and had them stand to be recognized and introduce
themselves.

3. Approval of the minutes the Mayors Workshop meeting of May 6, 2021, and the
minutes of the NEP Regular meeting of May 13, 2021.
Mayor Williams recognized Mayor Mary Dennis, City of Live Oak who moved,
seconded by Mayor Pro -Tem Joel Hicks, City of Cibolo to approve the minutes of
the Mayors Workshop meeting of May 6, 2021, and the minutes of the NEP Regular
meeting of May 13, 2021. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff
Hunt)
Mayor Jeff Hunt City of Santa Clara supplied the treasurer's report. Mayor Daly
recognized Mayor Pro -Tem Joel Hicks, City of Cibolo, seconded by Mayor Victor

Contreras, City of Marion to approve the current treasurer's report. The vote was
unanimous. Motion Passed.
5. Presentation regarding the effects of COVID -19 on the Hotel & Lodging Industry and
information regarding current legislation, by Scott Joslove, President and CEO of the
Texas Hotel & Lodging Association.
Mayor Daly introduced Mr. Joslove who provided information regarding his
background with City Government to include:
• Master's in City Management and a Law Degree
• Worked as Lead Attorney for the Texas Municipal League
• Chief of Municipal Affairs for two (2) Attorney Generals (a) Dan Moralas; (b)
John Cornin
• Written a number of articles/handbooks (a) Open Meetings Act made easy; (b)
Open Records Act made easy; (c) Conflict of Interest Laws made easy (d) The
Attorney General's Handbook — Now the TML Handbook on Economic
Development Law; (e) What Cities need to know to Administer the Local Hotel
Tax
• 21 years as the CEO with the Texas Hotel & Lodging Association — current
Passion is working with Municipalities and relationship building between the
Lodging Association and the Municipalities — promoting partnerships with Counties,
Municipalities, and the Legislature.
Mr. Joslove spoke on the following:
Those municipalities who have hotels during the pandemic — were down to 15% for a
period of almost a year, going back up in the last month or so — but during COVID it was
brutal. 70% of employees in hotels were furloughed or lost their jobs.
He indicated that before the pandemic the industry was thriving, and it will thrive again.
We are already seeing resort and leisure travel coming back. Sports tournaments and
festivals are also coming back. Conventions too are coming back.
Highlights from the legislature: (he mentioned the only thing the legislature has
to do is pass the budget)
• Passed a State budget that is 1% reduction in overall spending.
• Money put in Public Education
• Did not raise any taxes — but raised service fees
• Fully funded tourism promotion
• PPE Loans that were forgiven shouldn't be subject to franchise tax or any
other state tax — for any business that received it during the pandemic
• Tort Claims immunity related to claims during the pandemic
• Bill passed regarding training — every hotel employee in the entire state of

Texas has to be within 90 days of hire and every year thereafter has to be
trained on human trafficking prevention.
• Event trust fund — fund that Cities and Hotels share — to help get back
funds from holding events — rebates
• Continued the Convention Center Hotel Project — sales tax rebates, etc. and
expanded other areas for rebates
• Tourism Improvement Districts continued — passed
• Sporting related event facilities
• His favorite — The Catfish Bill — says if you are selling catfish — it has to be
catfish and no other fish
• 2nd of his favorite — Native Texan Bill -
Everyone thanked Mr. Joslove and he addressed a few questions.

B. Report from The Chamber.
President Maggie Titterington provided the following:
Last meeting — petition to stop the $300 — was successful and as of June 261' it
will no longer be in Texas.
MPO — pinned on our Chamber site and Community page TCBU — I specifically
pointed out the items that deal with our area. Input is until June 18th. 670 million
in projects and only 300 million available dependent on availability of federal
funding — 7 project affect our area — put your input in
Celebrating 16 years on June 21 s' — roots go back to 1974 with Dr. Anthony Mays
and Dr. Roy Richard.
Caterpillar Chamber Bowl — August 20ffi — Corporate is almost gone, lunar also
filling up. Raised 10,000 last year for DECA and hope to do more this year.
REMAX skylight balloon fest — October 22 -24 — seeking vendors, Spaz for
headliner Saturday night, 12' FTW thanks for flyover Friday and we will have
skydivers too!

C. Report from Randolph Air Power Community Council ( RAPCO).
Mayor John Williams with RAPCO updated that the Military Transformation Task
Force Unit renaming project is still in the works and the NEP will have a seat on
the board along with the mayors that are directly affected by the base, primarily
Universal City, Schertz, and Converse.
D. Report on Bicycle Mobility Advisory Committee.
City Manager Scott Wayman, City of Live Oak stated the Lonestar Rail Project is
near completion. It will be a hike and bike trial that is 12 feet wide, impervious
surface with concrete for biking.
E. Report from Metropolitan Planning Organization (MPO).
Nothing further was discussed.
7. Establish a Date and Time of the next NEP Mayor's Workshop July 1, 2021 —
City of Cibolo to host.
Next Mayor's Workshop will be July 1, 2021, hosted by the City of Cibolo.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — July 8, 2021.
