07-08-2021 Regular Minutes- Northeast Partnership Olympia Hills Golf and Conference Center r = 12900 Mount Olympus, Universal City, TX 78148 MINUTES OF MEETING Thursday, July 8, 2021 — 11:30 a.m. 1. Call to Order and Establish a Quorum — A quorum was present. Chair MayorValt Williams, City of New Berlin called the meeting to order at 11:59 a.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions! Mayor Williams welcomed everyone and had them stand to be recognized and introduce themselves. Member's present were: Mayor Walt Williams, City of New Berlin Mayor Tom Daly, City of Selma Mayor Pro -Tem Kevin Hadas, City of Selma Mayor Jeff Hunt, City of Santa Clara Mayor Stosh Boyle, City of Cibolo Mayor Pro -Tem Joel Hicks, City of Cibolo Mayor Mary Dennis, City of Live Oak Mayor Pro -Tem Ed Cimics, City of Live Oak Mayor Victor Contreras, City of Marion Mayor Ralph Gutierrez, City of Schertz Mayor John Williams, City of Universal City Mayor Pro -Tem Nick Neville, Universal City 3. Approval of the minutes the Mayors Workshop meeting of June 3, 2021, and the minutes of the NEP Regular meeting of June 10, 2021. Mayor Williams recognized Mayor Mary Dennis, who moved, seconded by Mayor Ralph Gutierrez to approve the minutes of the Mayors Workshop meeting of June 3, 2021, and the minutes of the NEP Regular meeting of June 10, 2021. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff Hunt) 7 -8 -2021 Minutes Mayor Jeff Hunt City supplied the Treasurer's report. Mayor Williams recognized Mayor Mary Dennis, seconded by Mayor Ralph Gutierrez to approve the current Treasurer's report. The vote was unanimous. Motion Passed. 5. Information and update regarding the newly appointed FY 2021 -2022 NEP Officers. • Chair Mayor Victor Contreras • Vice Chair Mayor Ralph Gutierrez • Treasurer Mayor Jeff Hunt Mayor Walt Williams introduced the newly appointed Officers: • Chair Mayor Victor Contreras • Vice Chair Mayor Ralph Gutierrez • Treasurer Mayor Jeff Hunt Those present thanked Chair Walt Williams and Vice Chair Tom Daly for their service in serving over the past few years. 6. Plaque Presentations — Vaccine Clinic Volunteers. Mayor Williams presented Mayor Ralph Gutierrez and his wife Raquel Gutierrez with an appreciation award recognizing their efforts during the COVID -19 Shot Clinics. Mayor Gutierrez also presented plaques to the different cities for their volunteer participation in the Schertz Shot Clinics. 7. Discussion and action regarding the support of $5,000 for the REMAX Skylight Balloon Fest. Mayor Williams recognized Mayor Tom Daly who moved to support the REMAX Skylight Balloon Fest with $5,000 from NEP, seconded by Mayor Stosh Boyle. Vote was unanimous. 8. Presentation by former News 4 San Antonio Anchor — Delaine Mathieu. Ms. Mathieu provided information regarding the affects of COVID -19 on the workplace and the community. 9. Discussion regarding the State of NEP. Mayor Williams provided the following information regarding the activities of NEP over the last several months: 7 -8 -2021 Minutes NEP presented guest speakers to discuss how Covid -19 affected the municipalities: • Mr. Miller, Chairman of Governor Abbott's Committee for Re- Opening Businesses in the State of Texas • Mr. Scott Joslove, President and CEO of the Texas Hotel & Lodging Association • Ms. Delanie Mathieu, providing regarding the effects of COVID -19 on the workplace and the community. Other news: • NEP authorized $25,000 to be given back to the Cities • $1,000 Scholarships for different organizations • First Responders: gave out thousands of dollars for First Responder Recognitions Program • Provided funds for the Outstanding Military Member Program on Randolph AFB Mayor Williams is trying to make the NEP is more relevant and trying to support our cities in the community. He is asking for the cities who have special events in their communities to let the NEP so they can partner with that city to help support those events. 10. Information Items. A. Report from Tri County Chamber of Commerce Mindy Paxton provided the following information: • Tri County Chamber of Commerce Luncheon will be at Blue Bonnet- sponsored by Bexar County Clerk • Tri County Chamber of Commerce Mixer is July 27, 2021, at Blue Bonnet • Tri County Series: State of Technology- September 7, 2021, at Hilton Garden Inn • Tri County Chamber of Commerce has gone viral with Social Media/ YouTube.page/ Facebook Live events B. Report from The Chamber. President Maggie Titterington provided the following information: • Thanked the NEP for their support with the Skylight Balloon Fest- October 22-24,2021 • The Chamber Luncheons- 3rd Tuesday of the month • The Chamber Mixers -4' Thursdays of the month • Coffee at the Chamber is replaced this month with Tropical Smoothies this Friday 7 -8 -2021 Minutes • Rock and Bowl: Friday, August 20, 2021 sponsored by Caterpillar. The Chamber has raised over $110,000.00 dollars raised for DECA Scholarships over the last 8 years • Restaurants Revitalization Fund -The Chamber has spoken to Senator John Cornyn, Congressman Henry Cuellar, and Congressman Vicente Gonzalez to ask them to support the replenishing of the Restaurant Revitalization Fund C. Report from Randolph Air Power Community Council ( RAPCO). • Mayor John Williams with RAPCO reported that the Military Transformation Task Force Unit will meet this next Monday and he will update the NEP at the next meeting. • Air Show will be coming to Randolph AFB in April 2022. D. Report on Bicycle Mobility Advisory Committee. City Manager Scott Wayman, City of Live Oak stated there has not been a meeting since the last NEP meeting. No updates at this time. E. Report from Metropolitan Planning Organization (MPO). City Councilman Kevin Hadas stated there was a meeting in June, but no updates to report. 11. Establish a Date and Time of the next NEP Mayor's Workshop August 5, 2021 — City of Garden Ridge to host. Next Mayor's Workshop will be August 1, 2021, hosted by the City of Garden Ridge. 12. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — August 12, 2021. July Door Prizes — City of Cibolo August Door Prizes — City of Garden Ridge Door Prizes were provided by the City of Cibolo. August Door Prizes - City of Garden Ridge to provide. 13. Items of Interest by Members. Mayor Stosh Boyle provided information about Cibolo Summer Nights on July 16, 2021, for the families. Cibolo Market Days will be July 24, 2021, in downtown Cibolo. 7 -8 -2021 Minutes Brigadier General Miller is hosting the 502nd Airbase Wing Regional Chamber Summit Breakfast on July 20, 2021, please RSVP to Kathy Salazar Mayor Victor Contreras stated that on July 13, 2021, the Marion Community Library will be moving into the original Fire Station that was remodeled for the new library. On August 1, 2021, it is the 8d' Annual Summer Sausage Festival in Marion. Mayor Mary Dennis thanked Mayor Walt Williams for his hard work and dedication as Chairman. She also informed that there was a meeting with Judge Wolff and the Mayor of Shavano Park discussing the American Rescue Act Funds. Judge Wolfe sent a letter to the Governor Abbott asking the funds to be released to the cities. Randolph Metrocom Rotary Club will be honoring the Essential Workers on July 27, 2021, at Blue Bonnet Palace from 6:00pm- 9:00pm for a Casino Night, they are looking forward to honoring the Essential Workers during the Covid -19 Pandemic. On July 15, 2021, from 5:30pm to 7:00pm will be hosting the Chamber Mixer at the Harrison House in Selma. Mayor Walt Williams asked Mayor Victor Contreras and Mayor Ralph Gutierrez to come up to the front. Mayor Victor Contreras thanked Mayor Walt Williams and Mayor Tom Daly for their hard work and dedication. 14. Adjournment.
