Call to Order and Establish a Quorum — A quorum was present. Chair Mayor Victor Contreras — City of Marion called the meeting to order at 11:59 a.m. as a quorum was present and thanked everyone for attending. 2. Welcome and Introductions! Mayor Contreras welcomed everyone and had them stand to be recognized and introduce themselves. Member's present were: Mayor Victor Contreras, City of Marion Mayor Ralph Gutierrez, City of Schertz Mayor Jeff Hunt, City of Santa Clara Mayor Walt Williams, City of New Berlin Mayor Tom Daly, City of Selma Mayor Pro -Tem Kevin Hadas, City of Selma Mayor Stosh Boyle, City of Cibolo Mayor Pro-Tern Joel Hicks, City of Cibolo Mayor Pro-Tern Ed Cimics, City of Live Oak Mayor John Williams, City of Universal City Mayor Pro-Tern Nick Neville, Universal City Mayor Donna Doden. Seguin 3. Approval of the minutes the Mayors Workshop meeting of July 1, 2021, and the minutes of the NEP Regular meeting of July 8, 2021. Mayor Contreras recognized Mayor Stosh Boyle, who moved, seconded by Mayor Tom Daly to approve the minutes of the Mayors Workshop meeting of July 1, 2021, and the minutes of the NEP Regular meeting of July 8, 2021. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. (Treasurer Mayor Jeff Hunt) 8 -12 -2021 Minutes Mayor Jeff Hunt City supplied the Treasurer's report. Mayor Contreras recognized Mayor John Williams who moved, seconded by Mayor Tom Daly to approve the current Treasurer's report. The vote was unanimous. Motion Passed. 5. Plaque Presentations — Mayor Contreras Mayor Contreras presented Past Chair Walt Williams and Past Vice Chair Tom Daly with an acrylic plaque of appreciation for service NEP. 6. Discussion and action regarding the support for the Tri- County State of Technology — September 7, 2021 — Hilton Garden Inn — Event: 1:00 pm to 5:00 p.m. — Mixer 5:00 p.m. to 8:00 p.m. Action was postponed due the information received that the event has been cancelled. 7. Discussion and action regarding the support for the Randolph Metrocom Rotary Club 24t' Annual Fairway for Kids Benefit Golf Tournament & Awards banquet - September 20,2021 — Olympia Hills Golf and Conference Center. Mayor Contreras recognized Liane Garrett with the Metrocom Rotary who provided information regarding the event. Mayor Contreras indicated that this was presented at the Mayor's Workshop meeting and discussion regarding the sponsorship level. Mayors presented discussed that various sponsorship levels and it was the concurrence of the group to be a Bronze sponsor — and that the 4 -man Players Super Tickets be donated to Randolph AFB 12'h Flying Wing men/women and get with the base for them to decide upon a team. Mayors also indicated that they would also like to be a Hole Sponsor. Total sponsorship for NEP to participate in was $1050. Mayor Contreras recognized Mayor Walt Williams who moved seconded by Mayor Tom Daly to provide the Bronze sponsor — donate the 4 -man Players Super Tickets to Randolph AFB 12a' Flying Wing men/women and be a Hole Sponsor for an amount of $1050. The vote was unanimous. Motion Passed. 8. Presentation by Lenny Medina — Traditional American Indian Veterans. Mayor Contreras introduced Chief Lenny Medina — Member of the Comanche Little Ponies who provided information on their mission — TAIVETS honors all past and present veterans who have sacrificed so much for our nation, through tribal traditions and dance. Chief Medina provided information on their upcoming POW WOW 2021, November 19 through 21St, Cibolo Soccer Stadium what is a POW WOW, "A celebration of American Indian Culture in which people from diverse indigenous nations gather for the purpose of dancing, singing & honoring their traditions of their ancestors. Tribes attending: Caddo, Comanche, Kiowa, Mescalaro Apache, Osage, Seminole Tribe of Oklahoma, Alabama Coushatta, Lakota, Siouz, Ojibwe & 8 -12 -2021 Minutes Chippewa. Chief Madina stated that over 40 invited vendors have been asked to participate in selling their unique products, creating a diverse local economic impact in the immediate area. American Indian food vendors, Educational exhibits, dancing exhibitions all will be available at the event. Chief Medina and Cheiftess Dana Medina — Member of the Caddo Nation honored the group with 3 different types of singing and dances. A lot of press will be on this event as well as advertised through Channel 4 representative. Lastly, Chief Medina stated that this is where "You" come in helping with monetary donations for Head Staff Lodging, Dance Contest Competitions, Meals & Gift Bags for Elders & All Veterans in Attendance and Drum Contest Competitions. Ways to donate via the web at www.taivets.com or check made out to Traditional American Indian Veterans who served and are serving. — all are Tax deductible Chief Medina asked that all the Mayor's present put their name in the bucket, or business cards 3'd time ever - No one in Texas has ever received this — he will be giving away an Official Pendleton Commanche Nation Wool Blanket "Lord of the Plains" — this is very sacred to the nation — the winner of the drawing was Mayor Donna Dodgen — City of Seguin. Chieftess Dana Medina honored Mayor Dodgen by placing the blanket over Mayor Dodgen. Chieftess Dana thanked everyone for allowing them to share their cultural with them. Chief Median called Brenda Dennis up — he stated that in their Indian ways when people invite them — it is their custom to given them an item. Chief Medina and Chieftess Dana honored Brenda by giving her a blanket and specially made earrings — made by Dana. Chief Median stated that the blankets are designed and made by them — the reason they make them bright — is because if you are contesting — these colors stand out. Chief Medina also stated that Chieftess Dana is registered with Washington D. C. as an official artist of Oklahoma. Chief Median called up the Chair of the Northeast Partnership, Mayor Victor Contreras who was also honored by receiving a blanket, made by one of their artists in Oklahoma — Chieftess Dana wrapped it around Victor's shoulder. Lastly, Chief Median called up Mayor Stosh Boyle who was presented with a Buffalo blanket. Chief Medina thanked Mayor Boyle and stated that he loves the culture of our area. Lastly, Chief Medina called everyone up to do a "round dance ". Following by a closing song — all rose during the close of the program. 9. Discussion and action regarding a donation to the Indian Nation Pow Wow, event honors the Nations Veterans Pow Wow — November 19, 20, 21, 2021. Events to be held City of Cibolo and City of Schertz. 8 -12 -2021 Minutes Mayor Contreras recognized Mayor Daly who moved seconded by Mayor Walt Williams to donate $5,000 to the Indian Nation Pow Wow event. The vote 8 -0 -1 with Mayor Boyle abstaining, Motion Passed. 10. Welcome and introduction of NEP's newest Member City — City of Seguin — Mayor Donna Dodgen. Mayor Contreras welcomed the newest NEP Member Mayor Donna Dodgen with the City of Seguin. She stated that she excited to get involved with the NEP group. 11. Information Items. A. Report from Tri County Chamber of Commerce Representative Kevin Hadas stated that there is an upcoming mixer on the 26' here at Olympia Hills 5:30. B. Report from The Chamber. President Maggie Titterington provided the following information: Interviews with Dr. Ealy, CEO Michael Beavers regarding COVID protocols - mask mandates. Ribbon cuttings and mixer information can be found on their website. C. Report from Randolph Air Power Community Council ( RAPCO). Mayor John Williams with RAPCO reported that the Military Transformation Task Force Unit is on the back burner due to the uptick in the virus. Another Intergovernmental agreement with the City of Schertz, EMS service at Randolph. D. Report on Bicycle Mobility Advisory Committee. Donna Lowder, City of Live Oak stated the committee met and reported information on the West Side Trails — they are planning on joining the existing trail system off I -10 and extend them to the West. Also, discussion on combining the Bicycle and Pedestrian Committees. Future discussion on how they will combine. E. Report from Metropolitan Planning Organization (MPO). City Councilman Kevin Hadas stated coming soon is huge news for our side of town — every city that applied is getting something funded. He and Mayor Pro- Tern Hicks have been attending every meeting — next month huge news. 8 -12 -2021 Minutes 12. Establish a Date and Time of the next NEP Mayor's Workshop September 2, 2021 — City of Kirby to host. Next Mayor's Workshop will be September 2, 2021, hosted by the City of Kirby. 13. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — September 9, 2021. Mayor Contreras indicated that Mayor Gutierrez will be taking the September 9d' meeting as he will be on vacation to see his grandchildren. August Door Prizes — City of Garden Ridge September Door Prizes — City of Kirby Door Prizes were provided by the City of Garden Ridge. September Door Prizes - City of Kirby to provide. 14. Items of Interest by Members. Mayor Robb Erickson stated that the City of Garden Ridge is having their annual Car Show on October 23rd gam to 4 pm — Garden Ridge Community Center - Hosted by the Garden Ridge Citizen Police Academy Alumni— proceeds go toward the City of Garden Ridge Police Department. Councilmember Allison Heyward and President of TML Region 7 stated that there is information on each table regarding the upcoming TML Region 7 meeting Workshop, August 27d', Hilton Garden Inn — Live Oak, social begins at 4:30 pm and dinner is at 5:15 pm. Speaker Jay Johnson will be providing information on Model Human Behavior Training and Discussion. There is an option to go online and have your DISC Assessment performed. Mayor Contreras stated that their Marion Community Library will have a Grand re- opening this Saturday, August 14, 10:00 a.m. to 12:00 p.m. — this was their former Fire Station. 15. Adjournment.
