MINUTES
Thursday, September 30, 2021
The City of Schertz Economic Development Corporation (SEDC) Board of Directors met for a Regular
Monthly Meeting on Thursday, September 30, 2021, at 6:00 p.m. in the Hal Baldwin Municipal
Complex, Council Chambers Board Room, Building No. 4, 1400 Schertz Parkway, Schertz, Texas. This
is an open meeting, subject to the open meeting laws of the State of Texas.
Call to order
1. Roll call and recognition of visitors
Board President Macaluso presided over the meeting and called it to order at 6:03 p.m. Mr. Macaluso
welcomed everyone in attendance.

3. Approval of the minutes for the Board of Directors Regular Monthly Meeting held on

A motion to approve the minutes for the Board of Directors Regular Monthly Meeting held on
Thursday, August 26, 2021, was made by Mr. Mark Moody and seconded by Ms. Sammi Morrill.
Motion passed unanimously.

4. Staff briefing on SEDC Financial statement for the month of August 2021. (B. Martin)
Ms. Martin provided the following summary and overview of the SEDC Financial Statement for
August 2021:
August 2021 saw a 52.5% increase in sales tax over the previous July, resuming the high growth
trend. The 12-month rolling average was 9.5%, continuing an upward trend. Revenues for August
were $428,999.17, and expenses were $19,034.58. Cash and Investments were $23,951,147.18.
Industry breakdown shows the largest areas for sales tax revenue are in wholesale trade and retail
trade.

Mr. Perez provided a recap of the total project sources and uses of the Main Street effort. Sources
included the 2017 SEDC Board approval of $500,000 for qualifying infrastructure improvements
and $1.4M in bond funds provided by the City of Schertz. The future project uses include a mill
and overlay of the street, undergrounding of overhead utilities, decorative paving at key
intersections, bump-outs at intersections for on-street parking, decorative benches, trash cans, light
fixtures, and entry monumentation.
Of the expended costs Mr. Perez indicated the SEDC has communicated to the City that
approximately $200K of SEDC funds may be allocated to complete sidewalk developments. This
represents a qualifying expense under the governing Texas Local Government Code. Mr. Perez
also communicated that SEDC remaining funds are being allocated to major street improvements.
SEDC has recommended to the City that they bring forward any funding requests that exceed the
current allotment for major street improvement to the SEDC Board for consideration.
Mr. James provided an overview of the Main Street concept and progress thus far. Mr. James
indicated that this concept is part of the City's Comprehensive Plan and shared that it will be more
eclectic, edgy, and unique to Schertz rather than traditional Main Streets found in communities like
Fredericksburg or Gruene. Mr. James said aesthetic changes, improvements to physical
infrastructure, to promote businesses have been supported by the historic preservation and local
flavor grant programs.
Looking forward, Mr. James commented that the City has acquired an additional parking lot and
contracted with Kimley-Hom for design work. Kimley-Hom will be meeting with City's Main
Street Committee and representatives of the Historic Preservation Committee to flesh out design
concepts. The City is including a Public Art program in the design concept that will be funded
from Hotel Occupancy Tax (HOT) Funds, a separate funding source.

Mr. James also commented that there is ongoing private reinvestment on Main Street. Recent
activity included a new building seeking pennitting and new businesses opening. There was also a
rezone request for a food truck court. Mr. James concluded that the idea is to reach a point where
Main Street is open 2417 to welcome residents and visitors.
Mr. Perez advised that SEDC Board may be asked to commit additional funds to achieve the
completion of the improvements planned.
Board President Macaluso recessed the meeting to closed session at 6: 17 p.m.

Government Code, Deliberation Regarding Economic Development Negotiations; Closed Meeting.
The governmental body is not required to conduct an open meeting ( 1) to discuss or deliberate
regarding commercia1 or financial information that the governmental body has received from a
business prospect that the governmental body seeks to have locate, stay, or expand in or near the
territory of the governmental body and with which the governmental body is conducting economic
development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business
prospect.
