Thursday, April 14, 2022, 2021 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Chair Mayor Victor Contreras, City of Marion called the meeting to order at 11:47 a.m.
as a quorum was present and thanked everyone for attending.
2. Pledge of Allegiance
Mayor Contreras led the Pledge of Allegiance to the Flag of the United States.
3. Invocation
Mayor Contreras provided the opening prayer.
4. Welcome and Introductions!
Mayor Contreras welcomed everyone and had them stand to be recognized and
introduce themselves.

5. Approval of the minutes of the regular meeting of February 10, 2022, and March
10, 2022, and approval of the minutes of the Workshop meetings of February 23,

2022, and March 23, 2022.
Mayor Contreras recognized Mayor Mary Dennis, who moved, seconded by Mayor
Robb Erickson to approve the minutes of the regular meeting of February 10, 2022, and
March 10, 2022, and approval of the minutes of the Workshop meetings of February 23,
2022, and March 23, 2022. The vote was unanimous. Motion Passed.
6. Approval of the current Treasurer's Reports for Northeast Partnership.
(Treasurer Mayor Jeff Hunt)
Mayor Jeff Hunt City supplied the Treasurer's report. He reported the recent purchase
of the Canopy Tent. Mayor Contreras recognized Mayor Robb Erickson who moved,
seconded by Mayor Walt Williams to approve the current Treasurer's report. The vote
was unanimous. Motion Passed.
7. Presentation regarding the upcoming Joint Base San Antonio - Randolph April 23-
24, 2022, Air Show. (Major Rich "Shag" Smith and Lieutenant Colonel Bert
Reynolds)
Mayor Contreras introduced Major Rich "Shag" Smith and Lieutenant Colonel Bert
Reynolds who provided a brief PowerPoint presentation regarding information on the
upcoming Randolph Great Texas Air Show addressing questions. A copy of the
PowerPoint presentation is attached to these minutes.
8. Presentation regarding COVID's impact on our Community. (Director Michael
Beaver CEO Northeast Methodist Hospital - MHS Health Systems)
Mayor Contreras recognized CEO Northeast Methodist Hospital, Michael Beaver who
provided a brief PowerPoint presentation regarding COVID's impact on our Community
addressing questions. A copy of the PowerPoint presentation is attached to these minutes.
9. Discussion regarding the future NEP Lunch cost increase. (Mayor Contreras)
Mayor Contreras stated that Olympia Hills had contacted NEP about the need to increase
cost for lunches due to increased overhead costs. He stated that Olympia Hills had not
gone up on their lunch prices in several years and has stayed at $15.00. Mayor Contreras
indicated that the Mayors had discussed increasing the cost from $15.00 to $20.00 at their
last NEP Mayor's workshop meeting and that it was unanimous to increase the lunch cost
to $20.00.
10. Information Items.
a. Report from Tri- County Chamber of Commerce.
The following information was provided:

• Our annual golf tournament is at TPC April 25 with proceeds going to
Special Olympics. We sold out the course and sponsors. Thank you to our
all of our sponsors, especially our eagle sponsors, City of Live Oak and
Schertz Bank and Trust who also is sponsoring a couple of the
Thunderbird team.
• Our monthly mixer is Thursday, April 28 at Freiheit Country Store in
New Braunfels
• More information to come on the State of Tri- County event that will be
covering updates on various public sectors, medicine, and business topics
in the fall.

b. Report from The Chamber.
The following information was provided:
Next week our luncheon at Bella on the Vine. We are sold out, but we have a
waiting list. It is our nonprofit focus as well and we have a presentation from
shred day that benefits the Guadalupe County Children's Advocacy Center.
Speaking of shred day so, we want to give a shout out of thanks to the Schertz
Police, Suzanne and her team at Public Works and Charles Kelm for helping us
coordinate.
April 21 st we have two events. A ribbon cutting at the Schertz Offices to
welcome real estate with Jill at 10:30 a.m. and our quarterly Three Business
Mixer at Santikos from 5:30 to 7:00 p.m.
We finished our Taste event and want to thank all the community participants.
Winners of the best of are: Best Entr6e - Abel's Diner, Best Beverage
- Tropical Smoothie Cafe, Best Appetizer - Willie's Icehouse and Best Dessert -
Nothing Bundt Cakes.
Last Leadership Core went to Austin today and I brought up the question about
next year's legislation having some type of small business granting or funding as
incentives. I was told by Senator Campbell office that there are funds set aside
from ARPA of approximately 40 million that there will be discussions about that
possibility.
c. Report from Randolph Air Power Community Council (RAPCO).
Mayor John Williams indicated that on a sad note, we lost 2 Air Force Warriors last
month General Gene Habiger, Maj. General Svendson two great Warriors that were
stationed at Randolph Air Force Base.

Major changes coming up — (Moving season in the Military)
1201 Flying Training wing will have a change of Command — August 1 st, Col. Taylor
Ferrell is coming in to replace Col. Scott Rowe
502"d Command on May P, will have a change of Command General Caroline
Miller is going to the Pentagon, and she is being replaced by Brigadier General
Russell Driggers.
AETC is also changing Command Lt. General Brian Robinson is replacing Lt.
General Brad Webb.
Lastly the Environmental Impact statement has been completed for the T7 which is
coming to Randolph waiting for signature from the Secretary of the Air Force and
as soon as that happens things will be moving quickly for the first base to host the
T7.
d. Report from Active Transportation Advisory Committee (ATAC).
Councilmember Allison Heyward reported that the information regarding this has
been distributed on each table: Mobility 2050' - AAMPO's documents and provide
comments on Mobility 2050 (MTP 2050) the Transportation Improvement Program
(TIP) and the Transportation Conformity Document. Events in May regarding the
Bicycle Mobility — May is Bike to Work Month. Safety Bike skills Test is available
by reaching out to AACOG for availability. See attached document for information
provided in these minutes.
e. Report from Metropolitan Planning Organization (MPO).
City Council Member Kevin Hadas, good luck to those running for election in May,
hope to see everyone at the May NEP luncheon. There is a lot going on with the
MPO — IAJ Fund that is available from the Federal Government — TxDOT provided
them with a presentation - money available and we await the Federal Government
on the ways we can spend it. HERO Program — asked if everyone is aware of the
HERO trucks — shout out to Commissioner Tommy Calvert, Bexar County helps
fund that — HERO trucks help keep the traffic flowing — when you see the trucks
please slow down. Reviews are overwhelming. Continue to advocate for our
Transportation Mobility. For Seguin and Guadalupe County's the program is going
down IH 10.
Resiliency study has begun, and results will be presented at our May meeting.
Mayor Ralph Gutierrez recognized City Secretary Brenda Dennis and stated that
she has been our NEP Secretary for a number of years and has informed NEP that
she will not be seeking reappointment, and Mrs. Dennis stated unless you, Mayor

Gutierrez would be running for Chair, and she would be willing to continue to
serve. Mayor Gutierrez stated that he has not made that decision yet. Ms. Dennis
stated that she had made her decision not to be reappointed, but it could change
depending on Mayor Gutierrez decision to run for NEP Chair. Mayor Gutierrez
stated that he wanted to show our appreciation for everything she has done for
NEP. Mrs. Dennis thanked the Mayor and NEP. Those in attendance applauded
Mrs. Dennis. She stated she will be available if needed to continue to serve.
11. Establish a Date and Time of next Northeast Partnership Meeting —
May 12, 2022.

Next Regular NEP meeting will be Thursday, May 12, 2022, at 12:00 p.m.
Door Prizes were provided by the City of Schertz.
12. Establish a Date and Time of the next Northeast Partnership Mayor's
Workshop April 27, 2022 - City of Schertz to host. (Future NEP Workshops will be
held the 4"' Wednesdays of the month.)
Next workshop was cancelled for April 27, 2022 — next Workshop will be held at the
City of Schertz, 6:30 p.m. on May 25, 2022.
13. Items of Interest by Members.
Commissioner Tommy Calvert stated that the City will be hosting a Job Fair at the
Freeman Coliseum Thursday, April 26, 2022, 12:00 pm to 4:00 pm. Information will
be distributed out and to check social media for more information.
Mayor Stosh Boyle stated that on Saturday April 23rd the Senior Center 3rd Annual
Prom will be held at the Nobel Group Center Hall — across from City Hall. Also, Miracle
Field will be opening on Thursday the Pt at 3:00 p.m. Lastly, Allison Steel is having a
Job Fair on Friday in the morning.
Sherry Armstrong, Chair of the Metrocom Rotary announced their upcoming June 30n'
Casino Night for the First Line and Essential workers — it will be held at the Bluebonnet
Hall from 6:00 to 9:00 p.m. Sponsorships are available and please contact her for more
information.
Mayor Walt Williams reminded everyone of the cut -off for sponsorships is tomorrow
for the Randolph Thunderbird VIP event /tent - they need these so they can print up the
banners. If you have anyone that is wanting to donate, tomorrow is the last day. Mayor
Mary Dennis stated that on behalf of the City of Live Oak here is their $5,000 more to
the Great Texas Air Show. Mayor Williams stated that is a total of $30,000 that the

City of Live Oak donated.
Mayor Tom Daly stated that the City of Selma and the City of Live Oak jointly will be
recognizing Police Officers and First Responders on the May 11I' at Selma City Hall at
6:30 p.m. Great event — please come and attend.
14. Adjournment.
Mayor Victor Contreras wished everyone a happy and safe Easter — he stated that if you
want to start the party tonight, he and his wife will be out at Lake Brownwood, you can
come out and join them.
Mayor Contreras adjourned the meeting at 1:01 p.m.
