20230126 Minutes SEDC Board Reg Mtg§C1H[]E1R{1LZ ECONOMIC DEVELOPMENT CORPORATION MINUTES Thursday, January 26, 2023 The City of Schertz Economic Development Corporation (SEDC) Board of Directors met for a Regular Monthly Meeting on Thursday, January 26, 2023, at 6:10 p.m. in the Hal Baldwin Municipal Complex, Council Chambers Board Room, Building No. 4, 1400 Schertz Parkway, Schertz, Texas. This is an open meeting, subject to the open meeting laws of the State of Texas. Call to order 1. Roll call and recognition of visitors Board President Macaluso presided over the meeting and called it to order at 6:02 p.m. Mr. Macaluso welcomed everyone in attendance. Approval of the minutes for the Board of Directors Regular Monthly Meeting held on Thursday, December 8, 2022. (H. Malish/S. Coumey) A motion to approve the minutes for the Board of Directors Regular Monthly Meeting held Thursday , December 8, 2022 , was made by Mr. Roy Richard and seconded by Mr. Bill Dixon. Motion passed unanimously. SEDC Minutes 01/26/2023 Page 1 of 3 Presentations 4. Staff briefing on SEDC Financial statements for the months of October, November, and December 2022. (J. Walters) October revenue was $580,484.54. Total expenses were $285,985.29. Major expenses included City of Schertz semi-annual payment for administrative services. November revenue was $523,457.81. Total expenses were $8,856.37. Major expenses were for the job fair, training, and a road show. December revenue was $709,748.47. Total expenses were $76,246.69, which included the incentive payment to Four Oaks Distribution Center and a software purchase. Mr. Walters explained that the Cash & Investments figure at the end of December was $26,462,665.22 which includes $317,000 cash in the bank, invested $24 million in money market mutual fund for local government, and just over $2 million in CDs held at Schertz Bank & Trust. The 12-month rolling average for December is very good at 20%. Investment interest rates have been favorable to EDC. In first quarter last year EDC earned $4,000, the December earnings are $217,000. 5. Staff briefing and design update on progress related to redevelopment of Main Street. (B. James) Mr. James provided an update on the design studies for Main Street. He showed examples of the signage, lighting, and decorative screens that highlight impacts of aviation, agricultural, railroad, and historical events that have helped shape the Schertz identity. The screens will soften the aesthetics and can be used to separate pedestrian traffic from private property. Project will begin in phases. Expect to begin with the infrastructure improvements to the water/wastewater lines, undergrounding utilities, and building up the topo in areas where flooding is prevalent before the design work begins. 6. Staff briefing on incentive policy update pertaining to Main Street Neighborhood Empowerment Zone (B. James) Mr. James began by explaining the City created a few empowerment zones. With that designation the City has the power to waive certain development fees. Some fees cannot be waived because they are not City-imposed costs. The hope is that EDC will help offset the fees that cannot be waived by providing funds toward qualifying costs. Businesses will have to apply for funds and meet the criteria set forth in the incentive policy as it pertains to Main Street Neighborhood Empowerment Zone. The governmental body is not required to conduct an open meeting (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect. Announcements by Staff a. Ms. Malish shared she will be taking a 6-week Leave of Absence beginning in March. b. Next Board Meeting -February 23, 2023 -Library c. Office closed for Presidents' Day -February 20, 2023 d. City of Schertz Updates i. Adrian Perez has resigned effective February 8, 2023. 11. Holly Malish will serve as interim director for EDC. 10. Requests by Board Members to place items on a future SEDC Board Meeting agenda. a. Board Secretary Morrill requested a presentation on an interim plan to support EDC during the transition to a new director. b. Board Treasurer Snowden requested a presentation from Lauren Shrum on Parks possibilities where EDC can provide support.
